To monitor the utilization of the radio spectrum and provide input in the planning of radio spectrum usage in the country.
(a) Conducts spectrum monitoring in accordance with the monitoring plans;
(b) Measures and analyses Radio Spectrum usage to support withdrawal and reallocation of Radio Spectrum to ensure compliance;
(c) Oversees maintenance works on all monitoring sites;
(d) Conducts physical inspections on all radio installations to ensure compliance to the technical standards;
(e) Conducts Electromagnetic compatibility (EMC) analysis;
(f) Ensures that necessary action is taken for non-complying radio users in liaison with other responsible departments in the Authority;

Reporting to the Manager - Information Technology, the job holder will be responsible for software development tasks for the Authority. The officer will be responsible for requirements collection, software design, coding, integration, testing, verification and maintenance of the Authority’s software products.

QUALIFICATIONS AND SKILLS:
· Bachelor's degree in Computer Science, Information Systems Management or related field
· Minimum of five (5) years in ICTs biased on software development with proven development experience
· Member Computer Society of Zambia (CSZ) and or Engineering Institution of Zambia (EIZ)
· Certification in Applications Development Technologies such as MCAD/SCJP/SCJD or any related technology

Superintending the planning and implementation of prevention of thefts and security breaches, protection of Authority lives and facilities as well as being responsible for auditing existing security systems and daily administration of security matters.
(a) Develops and implements security systems, processes and procedures aimed at safeguarding staff lives and Authority properties;
(b) Supervises external security personnel engaged by the Authority within ZICTA premises and at all installations;
(c) Recommends installation of security gadgets aimed at monitoring staff activities in sensitive areas and workstations;

Holder of Bachelor’s degree in Criminal Law or any other relevant qualification. An advanced diploma from the Zambia Police or any other defense security force with good investigative skills and 10 years work experience in a similar position.

(a) Ensures that the numbers and domain names are efficiently utilized through affective resource administration;
(b) Administers and manages the .zm domain space as well as accreditation and regulation of registrars;
(c) Develops and maintains a database of registrars and certification processes relevant for exchange among all stakeholders in and outside the ICT sector;
(d) Ensures that an adequate national numbering scheme is developed and implemented to cater for the needs of multiple operators/service providers including fixed and wireless networks;

(6) THE ROLE: NETWORK AND COMMUNICATIONS ADMINISTRATOR (1)
Reporting to the Manager - Information Technology, the job holder will be responsible for the day-to-day network operations of the Authority. The job holder will manage mail and communications services. The holder will ensure high network performance, availability, security and adequate capacity of the LAN/WAN and telecommunications systems for the Authority’s efficient operations
QUALIFICATIONS AND SKILLS:
·Holder of a degree in Computer Science, Information Systems Management or related field with current membership with Computer Society of Zambia (CSZ) and/ or EIZ.
·Certified as MCSE/MCSA and CCNA. Cisco certification is a must.
·Hands on, proven and demonstrated networking experience in a comparable environment
·Advanced knowledge of system administration of Microsoft Windows Network Operating System and Peripherals
·Knowledge of TCP/IP, Switching, Routing, Firewalls, and VLANs
·Five (5) years relevant working experience in a reputable institution MOST of which should be in a networks and communications role

Monitoring and Compliance officer - Postal ￼
THE ROLE: MONITORING AND COMPLIANCE OFFICER - POSTAL
To monitor and ensure the compliance of postal and courier service providers with all legal and regulatory requirements set out in the licensing and regulatory framework for the sector.
(a) Develops and constantly reviews and improves systems and tools to monitor the compliance of licensees against their license conditions;
(b) Develops mechanisms for the detection of unlicensed operators and effectively enforcing the provisions of the regulatory framework;
(c) Carries out scheduled and random inspections of operators facilities and business premises to ensure compliance;
(d) Investigates complaints about service provision and recommends appropriate remedial action;
QUALIFICATION AND EXPERIENCE
Holder of a Bachelor’s Degree in Business Administration, Economics, Public Administration, Law, or any relevant degree in Social Sciences, with knowledge of the fundamental elements and dynamics of the postal and courier service industry. A post graduate qualification will be an added advantage with five (5) years working experience in the postal and courier service sector or a similar position in a related field.
CYBER SECURITY OFFICER ￼ ￼
THE ROLE: CYBER SECURITY OFFICER
To be the lead person in ZICTA on all matters of cyber security especially regarding special projects and working with other government agencies.
(a) Coordinates/facilitates the development of cyber security policies, standards and procedures in close collaboration with key IT institutions, data custodians and governance institutions;
(b) Coordinates the development and delivery of awareness programs on cyber security and privacy matters primarily for government institutions;
(c) Develops and Implements a proactive Computer Incident Reporting and Response system to address security incidents;
(d) Develops and implements an on-going risk assessment program targeting critical infrastructure; recommends mitigation methods including but not restricted to vulnerability detection and re-media
