American Red Cross Regional Director, Africa


The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
SUMMARY:
The primary goal of the Regional Director is to provide leadership and management oversight of the American Red Cross’ responses and programs in Africa. The Director drives strategic program planning and implementation and maintains overall operational responsibility for activities throughout Africa, while ensuring managerial, administrative, and financial compliance with ARC and Red Cross/Red Crescent Movement (RC/RC) policies. In addition, the Director facilitates effective planning and coordination with RC/RC and non-RC/RC partners to implement the strategic direction of the International Response and Programs (IRP) unit.
In addition to leading the American Red Cross’ disaster response, disaster recovery, disaster risk reduction, measles & rubella prevention, and HIV prevention & care programs within Africa, the Director supervises more than 4 NHQ staff including a regional manager, more than 7 field-based delegates, and more than 8 local staff across 1 Regional and 3 Country Delegations in Africa. The scope of responsibilities includes, but is not limited to oversight and management programs in 16 countries. The IRP Senior Director may assign additional specific program and/or management oversight responsibilities to the Africa Director in the future as needs dictate.
RESPONSIBILITIES:
The Director’s duties include directing and coordinating regional programs activities and staff to ensure excellence, predictability and consistency in overseas programs and new business development; ensures compliance with internal polices, donor agreements and applicable rules and regulations; builds partnerships and strengthens relationships with International Red Cross/Red Crescent Movement partners, government agencies, and private sector organizations; and represents American Red Cross goals and interests to all key regional stakeholders. The RD will be expected to use a high degree of initiative to achieve objectives of the NHQ and the regional offices.
• In consultation with IRP leadership and counterpart Directors, leads and ensures consistency in the development, management and implementation of a rapidly expanding project portfolio covering disaster response, community resiliency and support to partner Red Cross societies.
• Facilitates and supervises strategic and project planning and ensures implementation in Africa according to identified best practice, approved plans, budgets, regulations, policies, and in coordination with RC/RC and non-RC/RC partners. • Assists in the development and implementation of the IRP strategic plan and accountability framework and ensures its regional implementation. • Facilitates sector and country specific program integration and ensures coherence with IRP regional and programmatic strategies.
• Works closely with the Program Integration (PI) unit in the development and monitoring of program strategic and results frameworks, program standardization, coordination of technical assistance, and dissemination of best practices in technical areas. • Works closely with NHQ and field staff to provide and coordinate guidance in the design, implementation, monitoring, evaluation and reporting of Africa responses and programs projects. • Hires, manages, coaches and motivates regional staff, including NHQ and field delegation personnel; monitors staff performance continuously, provides timely and targeted feedback to staff, and conducts performance evaluations; identifies and monitors staff development requirements and facilitates staff development opportunities. • Ensures that Africa planning, budgeting and reporting is carried out in a timely and appropriate fashion in accordance with ARC requirements, formats and standards; facilitate support to the National Society, other RC/RC entities or non-RC/RC partners in these areas when relevant. • Participates in program management reviews, identifies program management deficiencies and defines systems solutions. • Ensures, with PI and other units, coherent design, implementation, monitoring, evaluation and reporting Africa projects. Identifies, documents and disseminates best practices and suggests program standardization or replication in technical sectors. Facilitates management responses to evaluations.
• Works with International Services Finance (ISF), Information Management unit and PI to ensure timely and appropriate reporting Africa program targets and achievements; supervises and participates in the preparation and delivery of presentations on Africa programs as required. • Ensures compliance to ISD and ARC corporate business policies and processes across the Africa portfolios at all levels, including but not limited to financial, operational and compliance with ARC/ISD/ISF policies and procedures. Identifies and provides for needed training in areas of project management, finance, compliance, grants management, contracting and procurement and other relevant corporate policies. • Oversees and ensures security protocols are updated, known and followed region-wide. • Represents ARC and builds good relations with Movement partners, national authorities, international and national organizations, donors and other organizations represented in the country/region, as well as national and international media. • Ensures efficient and effective management of ARC resources in all areas. QUALIFICATIONS: • BA/BS or MA in international studies, business management, public administration or relevant field required.
• Minimum of 10 years of international relief and development experience is required, including significant experience in operations management and implementation especially within the Red Cross/Red Crescent Movement. • Minimum of 5 years of managerial experience is required. • Prior overseas/field experience with international NGO, and /or RC/RC is required. • Knowledge of the Red Cross/Red Crescent Movement, international relief and development principles and operations management is essential. • Proven track record in successful program design, proposal development, and grant management is required. • Strong leadership skills, excellent verbal and written communication skills, as well as effective interpersonal skills are required.
• Must display flexibility, adaptability, initiative, result oriented, and a high degree of competence in planning, project management, team building, teamwork, and commitment to the American Red Cross principles.
• Must possess strong personal integrity and ability to adapt to changing situations. • Should be computer proficient, especially in MS Office. • Regional language strongly preferred.
This position is based in Washington, DC and will require up to 40% international travel. Selected candidate must be legally allowed to work in the U.S. without any need for visa sponsorship now or in the future.
