Job Title: Programme Specialist/Communications
Location: Head Office
Report to: Manager
Staff reporting to: None
Purpose of the Job
Under the general supervision of the Manager, the incumbent is responsible for implementing ZGF’s corporate communication strategy and provide leadership for corporate communications and media relationships.
Main Duties
  1. Prepares draft communications, announcements and advertisements related to the ZGF operations, reviews these on a timely basis and ensures that they are accurate and informative and do not bring any reputational or legal liability to ZGF
  2. Assesses public opinion and concerns relating to the ZGF operations, conducts appropriate research and makes recommendations to the Manager for remedial or pre-emptive measures to secure the reputation of ZGF
  3. Implements a partnership communication strategy aimed at effective communication of programme objectives and operations to civil society in general and Grant Partners in particular and manages the content of the ZGF website and production of the periodic newsletter
  4. Disseminates brand policies, processes and standards and manages the ZGF brand and brand images in collaboration with the Manager; monitors use of the brand within ZGF to ensure conformity
  5. Prepares and organises the publication of communication documents meeting the public relations standards of ZGF for purposes of publicising its operations and posts them on website
  6. Provides leadership in the management of advertisement and communication agents and other service providers in public relations to ensure that the interests of ZGF are protected in contracts for services and that contractors consistently provide a quality service
  7. Maintains a database of press cuttings, and relevant excerpts from various media records and publications for purposes of assessing public opinion and concerns relating to ZGF operations as well as using the information for organisational learning
  8. Works with all programme teams to develop appropriate information, messages, documentaries, articles, pictures etc. for dissemination to the public and submit them to press in order to gain publicity
  9. Organises and effectively disseminates information on the operations of ZGF and maintains a positive image of it
  10. Organises internal staff briefings to enhance the knowledge levels of staff relating to the ZGF operations, or to elicit input or feedback from staff regarding any special activity or event of consequence to ZGF
  11. Undertakes research into operations of similar organisations (local, regional and international) to generate new information and knowledge to support internal organisational learning
  12. Keeps abreast of developments in the area of speciality and adheres to the ethics code of the profession
  13. Provides accurate information required for performance management purposes and attends performance management discussions and for overall organisational growth
  14. Performs any other related duties that the supervisor may reasonably request form time to time
Education and training: Ability to perform specialised work requiring a professional qualification or advanced stages of a relevant qualification and a bachelor’s degree in public relations, communications, media or other relevant field as a minimum requirement
Decision-making: Decisions are made within set practice or procedure where a wider variety of factors must be weighed. There is limited discretion for variation, however, may exercise discretion in timing and placement of press communications
Work complexity: Carries out a range of tasks and activities requiring judgements on qualitative rather than factual data and handling complicated situations in dealing with staff or members of the public or other organisations. The job involves reviewing public opinion and makes recommendations for appropriate responses to safeguard ZGF integrity
Responsibility for resources: No supervisory responsibility except when working in specialised task teams dealing with communication related activities; has direct responsibility for office equipment assigned to the job
Representation: Contacts with more senior staff of external stakeholders connected with the job holder’s work and taking action on social, technical or administrative matters
Physical work environment: Office environment, some travel and constant use of computer
Work experience: 5 years relevant experience required
