Our client is recruiting an Accountant for its Zambia programme
Working under an MOU with the Government of Zambia and the Ministry of General Education (MOGE), our client is currently implementing a programme through the Zambian Colleges of Education with a focus on Teacher Training in Early Education.
Job Description:
The Accountant reports directly to the Deputy Program Manager and works in close collaboration with Administrative Assistants, Assistant Accountants and the Finance team at the Head Office in Belgium.
The Accountant supports financial management of all programmes in Zambia. He/she ensures accurate accounting in line with the requirements of the organisation and other donor regulations; coordinates and supervises the compliance to financial guidelines and correct implementation of procedures; prepares timely financial reports, in line with donor guidelines; develops the capacity staff in the field in accounting requirements and financial management.
In particular the accountant will be responsible for the following tasks:
  • Preparation of local payroll and related payroll duties, e.g. payment to NAPSA, ZRA. The accountant monitors payment deadlines and the preparation of cheques.
  • Preparation of accounts (bank and cashbook), including monthly bank and cash reconciliations, monitoring the cashbooks of the Administrative and Assistant Accountants, checking if receipts of expenses comply with donor guidelines in line with the organisation’s handbook, and ensuring that payment vouchers are properly recorded and filed.
  • Entering documentation on the online accounting package NAVISION.
  • Monitoring and compiling accurate monthly files to be sent to the head office in Brussels including bank statements, bank reconciliations forms for all bank accounts, cash books, cash reconciliation forms for cash accounts, coded receipts and clear description in NAVISION.
  • Coaching/Advising staff on how to implement transparent financial management procedures.
  • Advise on procurement issues and monitor the application of Zambian rules on tax.
  • Prepare quarterly budget requests together with relevant staff and ensure they are sent to head office.
  • Prepare yearly budgets with input from the Programme Managers and the Programme Advisors.
  • Make a regular analysis of expenditure reports from NAVISION
  • Prepare for an annual audit and expenditure verification
  • Check and monitor the inventory of fixed assets.
  • Assist the Administrative and Assistant Accountants in maintaining an updated cash and cheque register
  • Maintain, and where needed improve, an updated administrative and financial handbook (including accountancy policy and accounting procedures with assistance from the Administrative and Accounts Assistant), in order to comply with the organisation’s and national financial procedures and minimum requirements, and in close cooperation with the programme manager
  • Improve financial systems and implement internal controls in line with sound accounting and financial management practices together with the rest of the Finance team
  • Set up, where needed, financial systems for other donors such as the European Union.
  • Advise and support the programme manager on financial issues.
  • Other financial duties as required.
Knowledge and experience:
  • Minimum ZICA Degree level 2
  • Registered with Zambia Institute for Accountancy Studies
  • At least three years of relevant work experience in accounting, and double entry bookkeeping
  • Experience in development sector or non-profit sector is an advantage
  • Experience with advising and supporting others in accounting related issues is an advantage

The candidate should be a Zambian citizen.
The Accountant will be offered a local contract and will join a dynamic team of professionals. This contract will run until the end of the programme cycle in December 2016. He/she will be stationed at the Country offices in Lusaka, with occasional travel to the field.
