Agriculture Officer – Disaster Risk Reduction


Development Aid from People to People (DAPP) is inviting suitably qualified and experienced persons for the position of Agriculture Officer – Disaster Risk Reduction for the Rural Resilience Initiative Project which is a global strategic partnership between the United Nations World Food Programme (WFP) and Oxfam America to enable vulnerable rural households increase their food and income security in the context of increasing climate risks.
The Initiative is built on an innovative model that combines four risk management strategies (R4): disaster risk reduction, micro insurance, access to credit, and savings. The R4 Rural Resilience Initiative started operating in Zambia in July 2014. From October 2014 to March 2015, the project went through an in-depth design phase aimed at putting in place a refined design of the project as well as the basic programmatic instruments for implementation. Currently the project is undergoing a Pilot implementation phase which started in April 2015 and will come to an end in March 2016.  The scale-up phase will then start in April 2016 to March 2017.
The R4 team consists of a Project Manager who will coordinate the overall implementation of the project at field level. He /She will be supported by the following; R4 Financial Services Officer, R4 Reporting and Monitoring Officer, R4 Disaster Risk Reduction Officer and R4 Community Mobilization Officers. The team will work closely with the R4 WFP team based in Zambia and in coordination with the R4 Global team
Duty Station: Agriculture Officer – Disaster Risk Reduction Officer will be stationed in Pemba district, Southern province.
Responsibilities: He/she will have the overall task of spearheading mobilisation of disaster risk reduction and provide technical support to the Farmers Clubs. He/she will further be responsible for the following; organizing farmers clubs, carrying out and facilitating disaster rick reduction trainings, conducting sensitization meetings, surveys and other field work related to the project. The Agriculture Officer – Disaster Risk Reduction Officer will act as a liaison between the key cooperating partners and the projects technical partner’s teams (Ministry of Agriculture, Food Agriculture Organisation, Mayfair, Vision Fund Zambia, etc.) and the beneficiary communities.
Specific tasks and responsibilities will include:
  • Co-ordinate with the Project Manager for effective implementation of the Community Based Disaster Risk Reduction activities;
  • Support DAPP R4 Coordinator in the implementation and monitoring of the R4 programme, and providing input to the design working groups, annual implementation plans and project budgets, etc.;
  • Supervise and Conduct Capacity building programs at the community level through farmers Clubs and also cover Hazard, Risk, Vulnerability and Capacity assessments
  • Facilitate and provide technical support to the Farmers Clubs on Disaster Management in conducting Hazard, Vulnerability and Capacity Assessments and report writing.
  • Work with provincial and district Disaster Management Committees to come up with Community Based Disaster Management Plans;
  • Ensure that Farmers Clubs implement effective good quality standards and ensure consistency of the work in accordance with the programme goal and objectives;
  • Facilitate and organize field visits of various stakeholders for effective implementation and support to ensure sustainability;
  • Develop, maintain and improve work coordination with local key partners (community, NGO, international bodies and District Management Authorities), to ensure the successful implementation of the project activities;
  • Provide regular and follow up support to Famers Clubs on community based Disaster Risk Reduction activities;
  • The Agriculture Officer – Disaster Risk Reduction officer will report directly to the Project manager, and will work in close collaboration with the, R4 Agriculture Specialist and the R4 Reporting and Monitoring Officer.
Required Qualifications:
  • Diploma in one of the following or related fields; Agronomy, General Agriculture Sciences, Agricultural Extension and Natural Resources Management. A degree is an added advantage.
  • At least three (3) years of professional experience with an NGO in Agricultural Extension services or Seed and agro-chemical related fields.
  • Demonstrated and proven extension services skills
  • Good understanding of concepts and issues in emergency context
  • Knowledge of and experience in Climate Smart Agriculture (CSA) practices
  • Strong interpersonal skills and excellent team player
