Position: Capacity Development Officer
Base: Mfuwe, operating in Eastern, Lusaka + Muchinga
Project: USAID Community Forests Program (CFP)
Reporting To: Senior Community Engagement Manager Contract Type: 1 year, renewable
The CFP is seeking a dynamic, responsible, hard-working, technically competent Capacity Development Officer, to support the implementation of CBNRM-like REDD+ projects under the CFP. This role will be field-based, in Mfuwe, and will involve significant travel to rural areas in Eastern, Lusaka and Muchinga Provinces.
This position will be an important role within the CFP’s Community Engagement Team (CET), and will work with local institutions such as CRBs and VAGs, to undertake capacity assessments, provide capacity building trainings, and to assess performance in terms of community natural resource management and financial resource management. This role will also coordinate closely with local Government and other partners.
Key Responsibilities:
- Develop and undertake institutional capacity assessments for natural resource management and financial resource management, for local community institutions (ex: CRBs, VAGs)
- Develop and launch capacity building trainings on the following topics for partner institutions:
- REDD+ and Community-Based Natural Resource Management (CBNRM) models
- Community-based natural and financial resource use planning
- Administrative capacity ex: financial records, budgets, expense reports.
- Develop and launch rights awareness trainings for local stakeholders (ex: community)
- Undertake regular (weekly, monthly, quarterly) assessments of institutional performance
- Undertake annual institutional capacity assessments to measure improvements
- Coordinate closely with communities, community institutions and GRZ partners to ensure effective REDD+ implementation against Participatory Forest Management Plans (PFMPs).
Qualifications:
- Minimum Grade 12 certificate
- Fluency in English and local languages (especially Eastern Province)
- Demonstrated experience with community engagement, capacity building, teaching
- Literacy – able to read, write, undertake basic reporting, financial and data-collection activities.
- Able / willing to ride a motorbike: valid motorbike license OR willing to obtain a license.
- Willingness to travel in rural Chiefdoms, including riding a motorbike, camping in basic conditions and working in remote and/or forested areas.
