Implementation of the SNV Siting Tool for cotton in Zambia
1. SNV Netherlands Development Organisation
SNV Netherlands Development Organisation is an international NGO working in poverty reduction and operating in 39 countries across the world. SNV focuses on three sectors: Agriculture, Water and Sanitation and renewable energy. Cross-cutting themes in SNV’s work include governance, gender and climate change. In the agriculture sector SNV works to achieve:
  • Increased incomes
  • Improved food security
  • Sustainable production systems resilient to climate change.
2. Sustainable Integrated Land Management Solutions (SILMS) for Agricultural Value Chains in Zambia
SILMS is a market-based approach to increase incomes for smallholder farmers through adoption of the sustainable land management practices of Integrated Soil Fertility Management (ISFM), Agroforestry and Deforestation-free Supply Chains. Our approach combines climate change mitigation with agricultural adaption strategies and is based on in-depth understanding of the dynamics that have prevented a wider uptake of sustainable land management practices by small holder farmers in spite of dwindling productivity and widespread demonstration of techniques such as Conservation Farming in Zambia.
SNV will pilot our globally-tested Deforestation Free Supply Chain approach in the cotton landscape to mitigate further deforestation and degradation. Export cash crops such as cotton with their high global demand, are a significant driver of land-use change. SNV’s Deforestation Free Supply Chain approach will work with processors who are driven by the global demand for products that are supplied without damage to the environment, to commit to improved production practices. In the case of cotton, this pull comes from the Better Cotton Initiative[1] (BCI) which processors with trading at the global level have committed to.
One of the results of the project is the production of maps showing potential expansion zones for sustainable cotton production. These maps are produced by applying the SNV Siting Tool (involving collection and processing of spatial data, socio-economic, conservation and bio-physical data, into suitability maps).- See Annex 2
This invitation to tender is for the recruitment of a Local Technical Expert or Institute that has the necessary skills to implement the SNV siting tool. This assignment will be executed by two persons:
1). Coordinator: he/she collects the data, coordinates the process of creating the maps (explains to the GIS expert which data and classes need to be shown in the maps) and writes the final report.
2). GIS expert: he/she creates the maps for the various indicators and the risk indicator map.
The coordinator and GIS expert work closely together during this assignment. Backstopping shall be provided by the SNV team.
3. Focus areas
The Siting Tool will be applied in 2 areas in the Eastern Province:
  • District Lundazi and Katete districts
4. Activities
The consultant / Firm is expected to carry out the following activities
i. Preparations, data collection and assessment of data quality (coordinator)
ii. Development of risk classes for indicators (coordinator)
iii. Creation of risk indicator map and separate maps for each indicator (GIS expert)
iv. Production of draft report (coordinator)
v. Production of final report incorporating feedback from SNV (coordinator)
vi. Prepare and organise workshop with stakeholders (coordinator)
5. Deliverables
The expected results include:
  • At the start of the consultancy: a list of potential organisations possessing the necessary spatial data for the Siting Tool, with the objective of gaining access to the data (to be endorsed by SNV) (coordinator)
  • A database containing as many kinds of appropriate spatial data as possible, using the indicator lists in Annex 1 as reference (coordinator)
  • A table showing risk classes for each indicator (coordinator)
  • A map for each indicator (GIS expert)
  • A risk indicator map (see Annex 2) (GIS expert)
  • Report (see Annex 3 for an indicative ToC) (coordinator)
  • Restitution workshop with stakeholders (coordinator)
The focus is on already existing data to be collected from institutions like ministries, research institutions, universities, NGOs etc.
6. Duration
The study will be completed over a period of 2 ½ months. The Draft Report (especially the electronic data form) is expected by 6th of May and Final Report by 27th of May 2016
7. Reporting line
The Consultant / Firm will work under the supervision of the Project Manager SILMS who is based in Lusaka.
8. Payment Terms
In consideration of the services to be provided by the Consultant / Firms SNV shall make an initial down payment on the contract amount of 30% after submission of inception report, 40% upon submission of draft and 30% upon the submission of the final acceptable report.
9. Qualifications
The coordinator shall have the following qualifications:
  • University degree in geography, agronomy, agro-economy, ecology, sociology or equivalent
  • Excellent writing skills
  • Proven reporting skills (essential)
  • Basic knowledge and experience of GIS and its applications
  • Preferably fluent in English (spoken and written)
The GIS expert shall have the following qualifications:
  • University degree in geography, agronomy, agro-economy, ecology, sociology or equivalent
  • Strong background and experience (at least 3 years) in GIS and its applications
  • Proven reporting skills (essential)
  • Access to necessary software
  • Preferably fluent in English (spoken and written)
10. Submission of Technical & Financial Proposal
Your proposal should contain the following;
a) Your background profile (Curriculum vitae, similar services you have been involved or offered to other clients, qualifications and any other important reference documents you may wish to bring to our attention).
b) Your understanding of the Terms of Reference and tasks to be accomplished
c) Your proposed method or approach to carry out the exercise in order to address the ToRs.
d) Complete the attached budget format.
e) Complete the attached bio data form so that we know your past level of remuneration (a must).
11. Evaluation of the proposals:
The evaluation of the proposals shall be based on the following.
a) Your experience – minimum 3 years or you must have done 3 similar exercises.
b) Professional qualifications
c) Your understanding of the assignment and proposed method or approach to carry out this exercise.
d) Your remuneration as indicated on the bio data form.
e) Your proposed overall budget.
