OBJECTIVES OF THE PROGRAMME :
Provide leadership and support for strengthening health sector response to Gender and Gender Based Violence (GBV).
The overall goal of the WHO Gender programme is to support the response of the health sector by articulating evidence-based policy options, setting norms and standards for gender mainstreaming in health policies and programmes. The key objectives of the Programme are:
  • Support the establishment of an integrated and multi-sectoral mechanism for the implementation of the Anti-GBV Act
  • Support the formulation, implementation and evaluation of health policies, programmes and services that contribute to gender equity and improve women’s health throughout their lifespan.
  • Wider strengthening of health systems and strengthening partnership / collaboration among different players including government, partners and civil society
  • Contribute to the reduction of GBV in Zambia
Description of duties:
  • Capacity development/training:
  • Adapt/finalize training curricula for health facility managers.
  • Support the development of job aids and IEC materials for healthcare providers and general public.
  • Support the country team in the development of gender-sensitive communication training modules for the health sector.
  • Support the coordination and organization of healthcare.
  • Provider trainings on GBV management using existing curricula.
  • Quality standards/control and monitoring performance:
  • Develop monitoring checklists for health facilities to assess quality of GBV care.
  • Carry out monitoring visits to selected health facilities.
  • Advocate for integration of gender and GBV into other RMNCH programmes
  • Provide technical support for adaptation of the WHO GBV Treatment guidelines
  • Implement WHO work plan in line with the GRZ-UN joint programme on GBV and participate in the UN activities related to gender and GBV
  • Support the government develop a strategy and work plan for strengthening links between sectors working on GBV management (health, legal, police, social sector).
  • Together with relevant stakeholders to advocate for gender and GBV indicators in the Health Management System
  • Support the gender/GBV national events and advocacy meetings.
  • Perform any other duties as required.
  • The incumbent will be the focal person for Gender and GBV programme at the WCO. He/she will provide lead technical support to the MOH and MCDMCH in order to achieve the national programme and WHO objectives.
  • He/she will have an additional advisory role seeking for guidance from the WR for any issue that requires major decision making or the organization’s commitment
REQUIRED QUALIFICATIONS
Education:
Essential: Bachelors Degree in Development Studies, Sociology, Gender or other related field
Desirable: A Master’s degree or higher in a relevant field, preferably related to public health and gender.

Competencies: Functional
  • Significant knowledge of and experience in Gender and GBV programmes, including basic epidemiological skills, analysis and interpretation of data. Publication in peer reviewed journals will be an added advantage.
  • Demonstrated sensitivity, interest, tact and courtesy in relation to gender equality and women’s rights, development principles and projects, implementing partners, and national and international personnel of varied nationalities and backgrounds.
  • Advanced computer skills in MS Office application software.
Experience:
Essential:
  • A minimum of 5 years’ experience working in the Zambian Health system and other gender related relevant field – experience of working with the UN an added advantage.
  • Demonstrated knowledge of programme management principles and practices and high level of organizational and strategic thinking.
  • UN programming knowledge an added advantage
  • Experience in managing projects related to GBV and health; demonstrable experience in project and budget management as well as monitoring and evaluation.
  • Experience in capacity building and training curricula development.
Desirable:
  • An understanding of the social, cultural and political context of Zambia, especially gender and women’s rights issues.
