Provide leadership and support to the country in promoting affordable access to quality, safe and effective medicines, vaccines, diagnostics and other medical products.
The overall goal of the WHO EDM programme is to promote policies and technical capacities in the health system and provides guidance for health systems to deliver health products safely and cost-effectively.Description of duties:
Under the direct supervision of the WHO Representative, the incumbent of the post will perform the following duties:
  • Serve as WHO focal point for EDM activities in the country;
  • Assist the Ministry of Health to plan effective implementation, monitoring and evaluation of WHO Medicines Strategy;
  • Facilitate collaboration between EDM/AFRO and EDM/HQ and stakeholders in the pharmaceutical sector in the country to help develop, implement and monitor national drug policies and improve access to essential drugs for priority diseases such as HIV/AIDS, TB and Malaria;
  • Assist in the analysis of the pharmaceutical sector in Zambia and the assessment of problem areas and help define technical support to be provided;
  • Coordinate WHO technical input with the Ministry of Health and with other stakeholders in the pharmaceutical sector including authorities responsible for traditional medicines;
  • Help identify skills and projects carried out in the country that should be supported, actively contribute to the strengthening of institutions and of human resources development programmes for healthcare providers, NGOs and other stakeholders, ensure inter-sectoral collaboration and assist the Ministry of Health in the coordination of partners involved in the pharmaceutical and traditional medicine sectors e.g. international agencies, NGOs and other relevant networks to ensure an integrated and appropriate technical support to the country;
  • Perform other tasks as agreed with EDM/AFRO and EDM/DAP for the provision of technical support for the development, implementation and monitoring and evaluation of national policies on drugs and traditional medicines in the country as well as in neighbouring countries as part of the WHO sub-regional strategy to country support in Africa;
  • Support mobilisation of resources and documents achievements
  • Perform any other duties as required.
The incumbent will be the focal person for EDM programme at the WCO. He/she will provide lead technical support to the MOH and MCDMCH in order to achieve the national programme and WHO objectives. He/she will have an additional advisory role seeking for guidance from the WR for any issue that requires major decision making or the organization’s commitment.
Essential: Bachelor’s Degree in Pharmacy or related field
Desirable: Post graduate qualifications in pharmacy, public health or related field

  • Significant knowledge of and experience in Essential Drugs and Medicines programmes, including basic epidemiological skills, analysis and interpretation of data. Publication in peer reviewed journals will be an added advantage.
Advanced computer skills in MS Office application software, SPSS or EPI Info
Essential: Some years of practical experience in planning, implementing, monitoring and supervising of EDM activities at national or regional/provincial or district level.
Desirable: Experience in implementation of public health programmes with emphasis on developing and implementing National Drug policies and experience with the UN or other international health organisations added advantage
