The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. The Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Foundation seeks to recruit vibrant and self –driven individuals to fill up the following position;
1. Project Manager –UNITAID Project
Location: Lusaka
In August 2015, EGPAF signed a 4-year award with UNITAID to optimize early infant diagnosis in 9 African countries through the strategic placement of new-to-market point of care EID/VL platforms. The UNITAID/EGPAF project to optimize early infant diagnosis (EID) through point of care (POC) HIV testing aims to increase the number of exposed infants whose HIV status is known in order to facilitate early initiation of ART through the strategic placement of new-to-market point of care EID/VL platforms. The specific purpose is to ensure that at-risk infants have timely access to early infant diagnosis of HIV through the scale-up of POC EID.
Job Summary
EGPAF is seeking a Project Manager who will be responsible for providing the day to day oversight and coordination to effectively implement the UNITAID project in Zambia. He/she will be a key member of the country and institutional project team, and will work in close coordination with EGPAF staff in Zambia and at the global level. The Project Manager will report to the Country Director, Zambia.
This position will work closely with representatives of the Ministry of Health in Zambia, national and international implementing partners, and representatives from other donors and normative agencies to support the optimization of early infant diagnosis in Zambia through the strategic placement and utilization of POC EID platforms. The successful candidate will have demonstrated experience supporting the implementation of complex HIV programs, working collaboratively with donors and other partners, and demonstrated experience in pediatric HIV. Strong HIV technical and program management skills will be required.
Strong communication skills, the ability to work well with a country and global team, and the ability to manage multiple competing priorities will be key qualifications for this role. This individual will also be responsible for assuring high quality technical and operations support to national partners. This position requires the ability to move different agendas with different timelines and the capacity to keep things moving forward and provide ongoing and responsive guidance to country teams.
  • Serve as the key institutional resource and focal point for the UNITAID project in Zambia
  • Provide technical support to the Ministry of Health to assess and map the existing EID network in country;
  • Lead the in-country process of developing and updating country operational plans semi-annually;
  • Identify appropriate facilities for the introduction of POC EID, as part of the effort to optimize the pediatric cascade;
  • Provide oversight and support to the UNITAID project staff in Zambia to ensure on-time and effective program implementation
  • Support the development of training materials and curricula for the MOH and national partners;
  • Support the roll out of national trainings in POC EID;
  • Support the MOH and other partners to collect data as needed;
  • Provide regular updates to the Country Director, Technical Director and Global UNITAID team;
  • Work with the EGPAF/Zambia country team to monitor project spending;
  • Contribute to technical reports to donor;
  • Disseminate information and lessons learned through the project to other national partners;
  • Support human resource planning, annual work plan and budget planning and monitoring, use of data for decision making and ensuring program results;
  • Ensure ongoing programmatic excellence by providing, facilitating or coordinating high quality technical, programmatic, and management support to national partners
  • Support development of appropriate country specific systems to ensure consistent, high-quality project management;
  • Assist in the management of relationships with partner organizations;
Required Qualifications
  • The Project Manager will be thoroughly committed to EGPAF’s strategy and mission. He/she should have demonstrated leadership and relationship management experience.
  • Advanced degree in public health or business, with at least 5-10 years of management experience
  • Unwavering commitment to quality programs and excellence in organizational and project management with the ability to achieve strategic objectives
  • Experience with managing large and/or multiple projects
  • Experience working and/or living in low income countries is required
Knowledge, Skills, and Abilities
  • Strong ability to think strategically and at a high-level, with equally strong practical ability to translate strategic ideas into implementation
  • Demonstrated technical and programmatic knowledge of the HIV response globally and in Zambia
  • Demonstrated knowledge of the Zambia health system
  • Ability to work effectively in collaboration with diverse groups of people
  • Integrity, positive attitude, mission-driven, and self-directed with demonstrated passion for EGPAF’s mission and commitment to working collaboratively with a management team
