Social Development Specialist (Zambezi Watercourse Commission)
Description: The Zambezi Watercourse Commission (ZamCom) has received financing from the World Bank towards the cost of the Zambezi River Basin Management Project and intends to apply part of the proceeds for development of the Strategic Plan for the Zambezi Watercourse. The Strategic Plan comprises preparation of a general planning tool to be used for identification, categorization and prioritization of projects and programs as a prerequisite for efficient management and sustainable development of the Zambezi River Basin considering all countries within the Basin. Preparation of the Strategic Plan will among others include: - Assessment and improvement of the knowledge base and analytical foundation for developing the Strategic Plan, including reviews of basin level development objectives and comparing them to national development plans of the riparian states; - Through a stakeholder consultative process, development of a shared understanding of issues around the Zambezi River Basin and the cooperative water resources management and development options to inform the plan, including identification, compilation and reporting regarding national level investment needs/plans; - Compilation of sector development plans and infrastructure overview (databases/inventories), including projects in the fields of hydropower, mining, irrigation; major water supplies and transport/navigation. - Development of a series of position papers around thematic areas, e.g. economics, hydrology/water resources availability, eco-systems and land-use, and climate change/variability. - Development of an updated analysis of current and future water uses in the basin, including determination of the economic role of water and value of water among competing uses, and an analysis of various models and options for financing key priority investments; - Assessment of the institutional and policy requirements for cooperation and joint development options as well as development of measures necessary for the avoidance and resolution of disputes; and - Development and proposing a framework for prioritization of projects and programs using a multi-criteria analysis to balance sub-sectoral investment needs.

Postgraduate qualifications in sociology or related fields
Professional Experience Required
At least 15 years of experience in developing innovative sustainable livelihood activities and undertaking poverty and social, and gender analyses in multi-sectoral programmes in river basins.
