Consultancy Opportunity at The Zambian Governance Foundation

The Zambian Governance Foundation (ZGF), a non-for profit organisation, was established to enhance the capacity of Zambian civil society organisations involved in pro-poor policy engagement work.
ZGF supports civil society organisations in their capacity development in policy engagement and social accountability monitoring and in the long term support them in developing their strategic plans, financial management, and governance systems and be able to access ZGF grants.
To be able to support capacity development and increased social accountability work in Muchinga, ZGF established the role of District Resource Person (DRP) for the selected 4 districts namely; Chinsali, Nakonde, Mpika and Isoka who are to help facilitate capacity development interventions among the CSOs ZGF will be working with in Muchinga

Goals of the Muchinga work
The overall goal of ZGF’s work in Muchinga is “To have active citizens that know, claim and secure their rights.”
The objectives of the work with the CSOs include, but are not limited to:
  • Identifying organisations with potential to carry out policy engagement and social accountability work through partnerships with ZGF;
  • Enhancing their capacity in identifying their service delivery issues, policy area and in engaging and demanding accountability from duty bearers;
  • Enhancing their governance systems and their capacities in eventually accessing ZGF Imbuto Support and ZGF grants, i.e. working with them to ensure that they meet the eligibility criteria, e.g. registration with ZRA, NAPSA, strengthening of their governance systems;
  • Strengthening their collaboration with local media on policy engagement, social accountability and other development-related issues in the target area; and
  • Strengthening political relationships with duty bearers through fostering relationships that are collaborative and not confrontational.
Scope of work
With ZGF and PSAM support, the District Resource Persons will be required to undertake the following tasks:
  • Train, support and mentor identified and selected CBOs under the Muchinga Project in their respective districts;
  • Provide support and leadership to the identified and selected CBOs in drafting, finalising and implementation of their respective action plans;
  • Facilitate and prudently manage Imbuto Support and other ZGF resources on behalf of ZGF;
  • Conduct research on identified policy areas for each of the selected Imbuto Support beneficiaries  with the aim of setting out the policy frame work on the chosen service delivery area;
  • Attend scheduled capacity development trainings and Learning and Sharing events in policy engagement, social accountability monitoring and any other related events;
  • Conduct and support CBO trainings in the Human Rights Based Approach (HRBA) and PSAM in line with the respective TOT training;
  • Facilitate interaction, train, mentor and enhance policy engagement and social accountability of the CBOs (46) outside the 2016 focus in  the respective districts;
  • Document their work with the CBOs in an agreed framework; and
  • Support CBOs in documenting their work and documenting the stories of change.
Education and training: At least a diploma in development and policy engagement work, a good understanding of civil society and government interaction. Strong training skills and ability to produce high quality and clear reports and other project documents and fluency in English and Bemba.
Duration of contract
The period of the Contract will be 1 year subject to renewal based on the performance of the District Resource Person and work plan for 2017. In the event that the person identified is in full time employment, their contract will be signed with the organisation they work for.
