National Programme Manager, NOC Advert

UNICEF Zambia is looking for suitably qualified candidates to fill the following vacancy;
National Programme Specialist (MDGi) – Fixed Term Appointment, National Officer – Level 3 (NOC), forone year to be based in Lusaka. The manager will be under supervision of the MDGI International Manager in coordination with the Chief of Health and Nutrition. The Officer will be responsible for the following tasks:
  1. Oversight and supervision of the MDGi staff at national, provincial and district levels to ensure timely delivery of quality deliverables. Supervise the development of monthly work plans of the national MDGi staff with specific deliverables towards expected results. Monitor implementation of the monthly work plans. Review and endorse monthly reports (tasks accomplished against monthly plans, specific problems encountered, etc.) of the national, provincial and district MDGi staff. Liaise with Provincial Medical Officers on the supervision of the provincial MDGi staff. Liaise with District Medical Officers on the supervision of the district technical support teams. Conduct quarterly reviews of performance of all MDGi staff, with MoH and UNICEF programme managers.
  2. Oversight for quality of care of maternal, newborn and child health and nutrition services in the MDGi supported health facilities and their catchment communities. Provide technical back-up and supervise MDGi staff in real-time monitoring and analysis of MDGi core indicators and facilitate programmatic response, where needed. Provide timely feedback to MoH and UNICEF on issues that need policy interventions.
  3. Facilitate smooth and timely communication of MoH and UNICEF with other stakeholders and partners in the implementation of the MDGi programme, both at national and sub-national levels.
  4. Coordinate processes related to regular and timely coordination with the Ministry of Health in the implementation of the MDGi Programme.
  5. Act as the focal person in coordinating with the governance structures of the MDGi Programme – that is, the Technical Working Group and the Steering Committee. Coordinate preparations of all documents that are to be discussed in the Technical Working Group. Liaise with the different MDGi staff concerned with the preparations of specific programmatic or technical papers for discussion in the TWG and SC to ensure timely availability of such. Liaise with the Chair of the TWG (MoH Director of Mother and Child Health) in the preparation for and conduct of TWG meetings. Liaise with the Chair of the Steering Committee (Permanent Secretary), Chair of the TWG and the UNICEF MDGi Coordinator (Health & Nutrition Section chief) in the preparation for and conduct of the Steering Committee meetings.
  6. Participate in the regular meetings of EU, UNICEF and MoH for programme monitoring.

Applicants must posses a Master’s Degree in the medical or social sciences. Training in gender and in nutrition programmes that promote gender equality is an asset. Also required is proven ability to express clearly and concisely ideas and concepts in written and oral form; specific skills in report writing and editing. Ability to research, analyze, evaluate and synthesize information. Excellent teamwork skills. High level of fluency in written and spoken English. Computer skills, including internet navigation, and various office applications. At least five-ten years’ experience working in development programmes and specifically in programme planning, implementation and monitoring. Experience with UN or other international organizations on complex programmes is an asset.
