Project Description:
The Government the Republic of Zambia has received funding from the African Development Bank (AfDB) and OPEC Fund for International Development (OFID) in the form of loans and a grant from the Rural Water Supply and Sanitation Initiative (RWSSI) to finance part of the National Rural Water Supply and Sanitation Program Phase II (NRWSSP II) in Western province. The support will cover all the 16 districts of Western Provinces. The principal objective of this program is to provide sustainable and equitable access to improved water supply and improved sanitation to meet basic needs for improved health and poverty alleviation for Zambia’s rural population in Western Province.
The Program aims at delivering interventions in the districts through the following major components:
  1. Component I - Water Supply Infrastructure Development; 
  2. Component II - Sanitation and Hygiene; 
  3. Component III - Sector Development 
  4. Component IV - Program Management.
The Ministry for Local Government and Housing (MLGH), through its Department of Housing and Infrastructure Development (DHID), will be the executing agency of the program and will implement the program on behalf of the Government of the Republic of Zambia. The Program Support Team (PST) Consultancy will support and complement the Ministry of Local Government and Housing’s efforts to provide guidance, and support to districts on a demand driven basis so as to facilitate the building of local capacity to develop and provide rural water supply and sanitation.

Job Description:
The Team Leader will work with the Rural Water Supply and Sanitation Unit (RWSSU) in DHID. S/he will be stationed in the Mongu district. The Support Team leader will be overall responsible for developing capacity for planning, implementation, defining priorities for work and investment, annual work plans and reporting. The Team Leader shall take the overall responsibility of reporting and for co-coordinating the activities of PST in the districts.  She/he shall keep the district authorities updated on the activities of the PST in each of the 16 districts. The Team Leader shall contribute to strengthen effective coordination, management and communication inside NRWSSP. A special focus is to be given to improve these activities between MLGH, Provincial DHID and the districts.
The key tasks of the Team Leader will include - but not necessarily be limited to - the following areas: 
  • Assist MLGH to elaborate annual work plans, budgets and criteria for the 
  • Assist in application, evaluation and proposal for improvement of the sector framework and governance 
  • Assist in the establishment and implementation of a reporting format in accordance with the guidelines of MLGH and the Bank.
  • Assist in the preparation of quarterly financial and technical reports on the progress of NRWSSP as agreed upon. 
  • Support of the operationalization of the  joint financing mechanism which includes the detailed guidelines for allocation of funds and the financial and contractual management and control 
  • Assist in development of district plans for water supply and sanitation for the 16 districts
  • Assist involved players on national, provincial, district and community level in building up of structures on organizational, technical, maintenance and operational level
  • Contribute to enhance and raise awareness through assistance formulation of an advocacy and communication strategy for all levels of stakeholders. 
  • Assist in the roll-out of the already developed and tested O&M system (SOMAP) in the 16 districts
  • Assist on day-to-day management of personnel, offices and logistics

  • Master’s Degree in Civil/ Water Engineering, Water Resources, Water and Sanitation, or Socio Sciences with a technical and economic background
  • At least 15 years of proven experience and an excellent understanding of institutional, technical, economic, financial and social issues related to water supply and sanitation in developing Countries.
  • At least 5 years’ experience specifically in the field of rural water supply and sanitation sector reform and program development in developing countries, including hygiene and public health components
  • At least 5 years of working experience in technical assistance programmes (including multi-donor funded programmes) working with local communities including management of staff
  • In-depth experience in Capacity Building and Capacity Development of national and regional institutions in the water sector
  • Long term experience as a Team Leader in a developing country
  • Working experience in the region would be an advantage
  • Experience in Zambia would be an advantage
  • Fluent in English
