Director of Finance and Administration

IMA World Health is seeking a Director of Finance and Administration for the anticipated USAID/Zambia Reducing Stunting and Improving Incomes through Integrated Agriculture, Nutrition, Health, Water and Sanitation solicitation. This five year, $45 million prospective activity is envisioned to be an integrated agriculture/value chain, health, nutrition, water and sanitation program aimed at reducing stunting in Eastern and Central Provinces The activity will build on the current activities and lessons learned of nutrition and Feed the Future investments to date. In order to directly reduce stunting in children under two, the program will work at household, community and school levels to increase access to improved water and sanitation as well as promoting food and economic security. There will be a focus on behavior change at household level too. The activity will strengthen selected key value chains actors, including farmers, groups, and the private sector, while promoting farming as a business and strengthening agriculture-nutrition water linkages at all levels. The Director of Finance and Administration will oversee the operations of the program and report directly to the Chief of Party.
  • Provide leadership support for the successful implementation of and adherence to the IMA Global HR Operating Policies and Procedures.
  • In collaboration with the Finance Controller and CD, ensure systems are streamlined between HR, Administration, Supply Chain, Finance and Programs.
  • Generate, provide and analyze monthly management reports.
  • Responsible for the preparation of donor financial reports and coordinate, with the Chief of Party, the submission of donor-related reports in a timely manner.
  • Oversee contractual relationships and performance of external service providers in relevant area.
  • Oversee external financial commitments including procurement contracts and lease agreements for office, guesthouse and warehouses.
  • Institute staff development plans for training, to build capacity.
  • Ensure strong working relationships between the Field Offices, the country operations and program teams.
  • Ensure project expenses are reasonable, allocable, prudent and spent in accordance with USAID rules and regulations, and support annual auditing procedures.
  • Ensure that there is sufficient financial staff for disbursing all local costs under this project monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to USAID.
  • Other relevant tasks as assigned.
The position requires a competent and experienced person with the following attributes:
  • Postgraduate degree in Business Management or relevant technical field (ie. Finance).
  • 10 years of experience managing USG contracts.
  • Strong background in HR management and Administration.
  • A working knowledge and prior experience with USAID as a donor.
  • Strong finance background in financial management, budget development and analysis.
  • Ability to travel within the country or region and internationally as needed.
  • Experience in security and IT.
  • Proven presentation and writing skills.
  • Fluency in English.
