Job Title: Chief, Contracting Centre, P5, Post #3231 (Denmark)**
Purpose for the job:
Directs and is responsible for the development of UNICEF's procurement policies and procedures. Contributes to the establishment of global procurement strategies for the highly diversified range of commodities for UNICEF assisted programmes and Procurement Services and oversight mechanisms for compliance with Financial Regulations and Rules governing UNICEF procurement. Leads UNICEF's engagement and procurement collaboration with other UN agencies to support UN Procurement Reform.
Summary of key functions/accountabilities:
  • Plans, directs and coordinates the procurement activities of the Contracting Centre and acts as principal adviser on all procurement actions including regional/country offices, Programme Division, NGO's major suppliers, etc.
  • Develops policies to improve efficiency of procurement, including organizational policy on collaborative procurement with other UN organisations and other international public procurement entities.
  • Manages the Contracting Centre, assigns responsibilities, sets objectives, establishes training plan, and evaluates performance of staff.
  • Secures compliance with Financial Rules and Regulations, QA Requisites, General Terms and Conditions and Auditor's observations relating to procurement.
  • Contributes to the development and implementation of the Supply Professional Learning and Development Strategy.
  • Responsible for final preparation and clearance of all Invitations to Bid, Requests for Proposal, Memorandums of Understanding, Contracts, Long Term Agreements of procurement activities and Direct Ordering.
  • Supports the Director of SD as a focal point for HLCM Procurement Network activities.
  • Occasional travels to International Organizations, Governments, UNICEF HQ/RO/FO, and Suppliers.
  • Works closely with other SD Centre Chiefs in support of SD goals and objectives.
Qualifications:
Education:
A completed Master's degree in commercial law, business administration or other technical related field in relation to the work of UNICEF is required.
Experience:
Minimum ten years of progressively responsible managerial experience at the international level in procurement, contract management and commercial negotiations with the public or private sector is required.
Professional experience with development of procurement policies and procedures, as well as oversight mechanism is required.
Experience with establishment of global procurement strategies is required.
Specific Technical Knowledge Required:
  • Knowledge of disciplines of worldwide procurement, negotiations and contract administration.
  • Understanding of in-depth cost analysis evaluation technique.
  • Extensive experience with public procurement and international procurement of complex services.
  • Ability to manage and monitor the effective use of financial and material resources.
Job Title: Chief, Medicines and Nutrition Centre, P5, Post #43429 (Denmark)
Purpose for the job: Directs the activities and is responsible for the wide range of services and procurement conducted by the Centre to ensure that the appropriate products for UNICEF assisted programmes in medicines and nutrition related areas are accessible. Estimated procurement value of $400M per annum.
Summary of key functions/accountabilities:
  • Plans and directs procurement and supply matters in the areas of medicines and nutrition in support of UNICEF Country Programmes and in collaboration with Programme Division, WHO, NGOs, industry and other partners.
  • Ensures procurement is conducted in compliance with UNICEF Financial Rules and Regulations and Divisional Procedures. Develops and implements procurement strategies for the materials responsible for in close collaboration with Chief, Contracting.
  • Advises and supports UNICEF on supply issues relevant to health-related supplies and helps develop supply analysis and strategies of country programmes and procurement services.
  • Recommends policy changes related to health and nutrition supply and services. In collaboration with regional offices assures high quality supply by establishing priorities and evaluation of services provided.
  • Represents UNICEF at major meetings and conferences relating to strategies and policy development for the supply of products and services and procurement.
  • Guides market research, product innovation and facilitates communication of such to and from programmes, industry and partners in a manner consistent with public procurement principles.
  • As a part of UN Reform and the pursuit of operational efficiency, continuously drives a review of work-flow and practices to ensure efficiency, effectiveness and compliance. Including monitors performance utilizing divisional KPIs.
  • Participate as member of SD management team and ensure close working relationships with other Centre Chiefs as well as shares in the responsibility for achieving divisional objectives.
  • Supervises a team of officers and assistants; responsible for setting goals and directions for the work of the Centre.

Qualifications:
Education:
A completed Master's degree is required, preferably in Pharmaceuticals.
Or, a completed Master's degree in Business/Management, Public Health, Nutrition or other related disciplines.
Experience:
Minimum ten years at international level in business or programmatic setting with knowledge of products required for health, medical and nutrition programmes and of worldwide markets is required.
Senior experience in public procurement is required and proven management experience is required.
Job Title: Chief, Supply Chain Strengthening Centre, P5, Post #86097 (Denmark)
Purpose for the job:
Leads SD support to CO and government to improve supply chain support for selected essential products/product groups in order to reduce costs, stock-outs and/or wastage, improve performance & help achieve results.
Summary of key functions/accountabilities:
  • In collaboration with UNICEF Country Offices, Regional Offices, Programme Division and key Supply Division centres lead the identification of priority countries and commodities, set objectives, establish and execute activity plan to support improvements in supply chain performance. Project support to include resource allocation, management, identifying correct technical support and establishing parameters to measure improvement activities.
  • Lead and manage a team of sector-based supply chain, logistics and supply monitoring experts.
  • Coordinate supply chain related engagement with key partners such as GFATM, WB and GAVI
  • Establish and manage new partnerships amongst private sector and academic institutions to provide operations support, supply chain analysis, improvement, innovation, research and publication of results. This includes working with commercial contractors.
  • Ensure support to UNICEF country office logistics and supply chain operation by providing required guidance, tools, access to partners, systems support and technical advice.
  • Working through Country Offices, establish monitoring systems to quickly identify supply chain bottlenecks and measure continuous improvements over-time. This requires the identification of key targets for supply chain performance for each intervention.
  • Through thorough supply chain assessments, interventions and analysis, demonstrate supply chain performance improvements over time and supply chain contribution to key programme results.
Qualifications:
Education:
A completed Master's degree is required, preferably within the areas of supply chain management, logistics management, procurement, management sciences, or management of health programmes.
Experience:
Minimum ten years of experience in the area of supply management, supply chain management and supply support to development programmes is required.
Demonstrated capacity to work within the international development environment, managing supply chain and information systems and managing supply chain operations in resource poor environments is required. And experience with managing partnerships and commercial contracts within these environments is required.

Purpose for the job:
Directs the activities related to UNICEF Procurement Services, assisting external partners in relevant countries with increasing access, through procurement and supply management activities, to essential and strategic products required for the improvement of children's lives. Building partner relationships, screening and assessing scopes of engagement, and overseeing management of transactions.
Summary of key functions/accountabilities:
  • Leads a dedicated team to ensure effective and coordinated implementation of procurement service activities throughout UNICEF.
  • Develops and maintains relationships with key procurement services partners, including external partnerships at global/HQ level. Supports UNICEF Country Offices in relationships at field level.
  • Leads efforts to ensure that capacity building and sharing of know-how is embedded in the design of procurement services activities, to facilitate procurement services exit strategies.
  • Develops and maintains a work-plan that serves as the basis of the activities, including monitoring of throughput, income and budget.
  • Works actively and in a coordinated manner within Supply Division as well as with Country and Regional Offices to support global planning, procurement and delivery of supplies. Ensures activities are cost effective and efficient.
  • Establishes and implements monitoring and evaluation systems to ensure compliance with SD target goals and objectives. Ensures active surveillance of activities and arranges appropriate follow up and trouble shooting as needed.
  • Monitors partner satisfaction and needs, anticipates and plans changes to ensure Supply Division meets expectation from clients to deliver services effectively. Recommends any policy or procedural changes to meet customer-changing needs.
  • Establishes with other Supply Division centre chiefs specific objectives, performance indicators and analysis of procurement and supply chain trends in priority areas.
  • Designs and undertakes workshops, arranges meetings and events to consult clients and partners to improve level of engagement as well as service operations.

Job Title: Chief, Supply & Procurement, P5, Post #4289 (India)
Purpose for the job:
Responsible for managing and guiding the Section in the effective and timely execution of all supply and procurement operations in support of programme delivery processes in India as well as for operations undertaken for other countries. Functionally responsible for the supply and procurement activities in the field offices and to provide guidance on Supply and Procurement issues to field offices in India.
Summary of key functions/accountabilities:
  • Leading the India Country team of supply, procurement and logistic professionals in assessing the environment for supply actions, areas of risk, opportunities and strategic planning. Supervise and share tasks with the responsible staff and the Section for the entire procurement contracting and shipping activities. Review as per delegation purchase orders, contracts and other contractual agreements and when appropriate submit them to the Contract Review Committee (CRC). Act as Ex-Officio member on the CRC.
  • Create strong linkages with the programme group reviewing supply/logistic performance and identifying solutions to bottlenecks. Provide guidance and information to Programme Sections and Field Offices on all matters related to supply inputs.
  • Monitor all supply and procurement activities with the purpose of providing a continuous flow of reliable information to Management, Programme Sections and Field Offices on the status of execution and to ensure work is in full compliance with prevailing rules and regulations. Ensure proper knowledge management of procurement rules and regulations, best practice, expenditure and other data through monitoring and enabling functionality of established ICO systems like the intranet procurement portal, the internet registration portal and vision
  • Provide technical assistance to strengthen the supply chain systems of the government. Collaborate with partners on capacity development of national supply and procurement systems. Build and maintain strategic procurement capacity in ICO, S&P section as well as in field offices, through establishing training plans (together with the HR section), initiate and execute internal as well as external training, certifications as well as on-the-job training of staff in order to achieve optimum job satisfaction and productivity.
  • Keep abreast of all current and new supply policies and procedures and interpret them for the benefit of the Management and of the staff in the Section, interact with Supply Division for guidance and discussions on supply procedures, especially on adaptability to local conditions and requirements. Ensure global policy on child labour is enforced in spirit and practice in all UNICEF related supply functions.
  • Represent UNICEF in common UN services discussions within India.
Qualifications:
Education:
A completed Master's degree in Business Administration or related field with emphasis on procurement, international trade, logistics, etc. is required.
Experience:
Minimum ten years of progressively responsible experience in the areas of procurement, international trade and logistics, with at least five of those years working internationally, either with UN or commercially.
Specific Technical Knowledge required:
  • Knowledge of Supply Chain Management preferably in a developing country context.
  • Mastery of technical knowledge (product knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
  • Knowledge of relevant Information Technology software.
  • Knowledge of the global commitment on aid effectiveness, including the Paris Declaration on Aid Effectiveness, the Accra Agenda for Action as well as knowledge of the Global Programme Partnerships (GPPs).
