Monitoring, Evaluation and Learning Consultant
The Agricultural Learning and Impacts Network (ALINe) is looking for a full-time Monitoring, Evaluation and Learning () Consultant to scope, negotiate and provide high-quality and collaborative MEL assistance to a wide range of clients across Sub-Saharan Africa, South and South-East Asia.
ALINe designs and implements innovative, robust and user-friendly Monitoring Learning and Evaluation systems. The results build an increased capacity for evidence-based learning and impact across a global network of partnerships in the agricultural sector. e draws on and develops the best technical expertise from the North and South. The initiative was conceived at the Institute for Development Studies ( ) and in 2012 the core team spun out to join the strategy consulting company Firetail Limited complementing their work with a dedicated new practice stream.

ALINe has a network of partners with extensive, proven experience in monitoring, evaluation and learning in multiple countries with knowledge of the local context and technical expertise in implementation. In collaboration with its network of partners, e works with a number of intermediaries, ( s, s, multilaterals, government agencies, private sector and farmer organizations). Our clients are supported to use effective monitoring and evaluation strategies; plans that support evidence based decision-making and underpin improvements in their learning processes.
A core competency is ALINe’s unique role in developing opportunities to include Voice in Monitoring, Evaluation and Learning () by bringing stakeholders and farmers closer together to balance their perspectives and enable a focus on people-centred performance and impacts in the sector. ALINe’s approach recognises the interconnectedness of donors, implementers, and beneficiaries such as farmers. It identifies and generates evidence that is of value to all stakeholders.
The e approach is deliberate in seeking to build mutual accountabilities and create new tools and approaches for others to adopt. Working hand in hand with implementers and funders, e and its network of partners believes that embedding the resulting data in performance management systems can drive significant improvement and results, particularly for smallholder farmers in the South.

- Develop comprehensive, tailored frameworks for a wide range of clients in the agricultural development sector
- Pursue business development opportunities in line with the e strategy
- Build the capacity of clients to conduct their own activities
- Design and conduct evaluations and research to promote learning within and across clients
- Research and develop methods, approaches and tools
- Plan and deliver well structured oral and written communications
- Work constructively with feedback from clients and managers
- Work collaboratively with team members, sub-contractors and clients, often across multiple countries
- Travel extensively to Sub-Saharan Africa, South Asia and/or South-East Asia
Skills and experience
- A Master’s degree in Development Studies or a related subject
- 3 years’+ experience in in the development sector
- Experience of using a number of different approaches or methods – for example, Outcome Mapping, Theories of Change, Randomised Control Trials
- Proven qualitative and/or quantitative skills in data collection
- Proven experience in building organisational capacity and skills
- Excellent written and verbal communication skills, including experience of report-writing for senior audiences, presentation delivery, and delivering content to a wide range of audiences across cultures and literacy levels
- Facilitation of participatory, multi-stakeholder workshops
- Experience of project management – including clear management of budgets, time tracking, invoice schedules and re-budgeting required before, during and at the end of assignments
- Business development skills – including identifying relevant business development opportunities, and scoping and developing proposals or tender responses
- Experience of working in Sub-Saharan Africa, South and/or South-East Asia
- Experience using qualitative and/or quantitative data analysis software
- Experience of working in a small company
- Knowledge or experience of how can be applied to , or development more widely
- Language skills relevant to ALINe’s areas of operation (Sub-Saharan Africa, South and South-East Asia).
