Zambia Female Youths Livelihood and Nutrition Enhancement Project
1. Background
Concern Worldwide Zambia (CWWZ) has started implementing the Zambia Female Youths Livelihood and Nutrition Enhancement Project (FYNEP) from 1st of July 2015 in collaboration with World Bank with a Funding from the Japanese Social Development Fund. The Project Development Objective (PDO) is to improve access to livelihood opportunities and nutrition among selected female youths in targeted project areas. The project has 4 main components; a life skills curriculum to increase control and knowledge around life choices and nutrition, a livelihoods component focussed on agricultural livelihoods related to improved nutrition, a health component to directly support pre-conception nutrition and nutrition outreach. The project is implemented in close coordination with government at the Provincial and District level and through a National level Steering Committee chaired by the Ministry of Community Development Mother Child Health (MCDMCH). This project will benefit an estimated 24,600 persons in Limulunga and Kaoma Districts, through different project activities.
In line with the Project document, part of the project in Limilunga and Koama districts will be implemented through partnership with a Local Non-governmental organisation. The consulting partners selection will follow a tender process to select competent organisations that can implement the project effectively and efficiently.
2. Objectives of the Consulting Assignment
The main objective of this consultancy is to provide finance technical support at the head office level to ensure that all project resources are used in accordance with Concern Worldwide and World Bank procedures and regulation. This position is based in Lusaka and will have frequent travel to Western Province (at least once a Month).
3. Scope of the work
  • Support grants financial management system in order to optimize funding and to ensure efficient and accurate reporting to donors.
  • Closely monitor all project financial activities, for negative impact on internal controls or financial management performance
  • Provide capacity building & Review partner documentation and make sure that it is in line with project planned activities as well as donor requirements.
  • Work closely with the World Bank procurement and Administrative staff in the district (Kaoma & Mongu) to ensure compliance to donor guidelines.
  • Preparation of and support for the preparation donor reports on a timely and accurate manner
  • Preparation of world bank Consultants payroll ensuring that all statutory deductions and taxes are compiled and accurately and on time
  • Ensure compliance of system of internal controls, which comply with Concern Worldwide financial guidelines as well as the World Bank requirements.
  • Keep up to date with donor regulations and ensure that all controls are in place to meet donor compliance.
  • Assist in reconciling all balance sheet items on a Monthly basis, in accordance with Concern Worldwide policies & procedures as well as assist with the Monthly Management reporting.
  • Review supplier payments ensuring Compliance with Grant rules and regulations and Participate in the Purchase committee in the selection of suppliers
  • Ensure that resources used are utilized in the most efficient way specifically looking at payments that are made in the Lusaka Office
4. Capacity Building and Transfer of Knowledge
The consultant will conduct training for Concern staff and partners on donor financial regulations and provide regular mentoring support for Head Office staff as well as Western Province offices.
5. Reports and Schedule of Deliveries
  • All financial documents and transaction at the Head office level  meet the requirement of Concern and World bank
  • Partners documents are verified and  ensured that they are in line with the required standards
  • Adherence to donor requirement ensured
  • Financial reports meet Donors and Concern standard
  • The overall consultancy work will be for a maximum of 21 months. However, Concern may shorten the duration based on project demand and level of accomplishment of the first assignment.
6. Data, services, personnel, and facilities to be provided by the Borrower
Concern Worldwide will provide all data, services and facilities to support the consultant carry out this assignment.
7. Institutional and Organizational Arrangements
The Consultant will report to the Country Finance Controller and will work closely with Accountant, Admin and Finance Officer, Office Manager, District Programme Coordinator, Project coordinator for effective project implementation.
8. Consultant’s qualifications
  • Membership of ZICA
  • 2 years of experience in a similar position
  • Good level of IT literacy
  • Good report writing skills.
  • Excellent interpersonal and communication skills
  • Ability to work independently and on own initiative
  • Ability to collaborate with team members to achieve organizational goals by being flexible and responsive to changing events and demands.
  • Effective under pressure.
