CARE International has partnered with Concern Worldwide Zambia (CWZ) and the Nutrition Association of Zambia (NAZ) in the Scaling UP Nutrition Fund, whose aim is to promote harmonization and alignment among key Cooperating Partners (DFID, SIDA and Irish Aid) and stakeholders, avoiding duplication of efforts as well as reducing transaction costs for all partners, including the Government of Zambia. The program is supporting implementation of the Government’s First 1000 Most Critical Days programme, focused on scaling up evidence-based priority interventions to tackle stunting, in 14 priority districts across the country. Implementation of activities will be carried out primarily through Grants to Government and other bodies (including NGOs and UN Agencies).
CARE International under the consortia is seeking to recruit qualified and experienced professional for the following position:
The successful candidate will support the Team Leader in managing an expanded Management Unit for the SUN Fund to support the Government’s First 1000 Most Critical Days Programme. The post-holder will specifically coordinate the financial and grants management operations, systems, processes and activities of the SUN Fund so that programmes are implemented on time according to agreed work plans, milestones, donor requirements and within approved budgets. The post holder will take leadership on aspects related to finance and grants management for the SUN Fund and ensure the timely submission of reports and plans to the Team Leader, as well as timely achievement of deliverables, and quality of results to ensure strong accountability to beneficiaries
  1. Oversees technical and managerial aspects related to Finance and Grants Management of the SUN Fund and provides high quality leadership, technical, strategic and managerial oversight, and administration of the sub grants; provides advice and guidance for program planning initiatives; employs effective management oversight methods and techniques to monitor  progress on sub-grant implementation, to approved plans and budgets and to ensure that financial reporting and  monitoring  obligations are met.
  2. Ensures timely reporting on financial benchmarks; providesclose supervisory oversight of the budget to ensure timely spending, and provide support to finance and contracts staff in meeting their internal and external deadlines.
  3. Collaborates with implementing partners, donors, and stakeholder representatives, to develop and strengthen productive relationships;stays connected to the relevant communities of interest and maintains durable on-going business relationships with counterparts, partners, and donors
  4. Conducts annual performance appraisals and ongoing supervision of Finance & Grants Manager and Grants Coordinators, with particular attention to the achievement of program deliverables;
  5. Organizesquarterly and annual reviews of the performance of the sub-grant  component of the program;  guides staff in the close-out phase of the sub-grants
  6. Cultivates and maintains an active network of internal and external associates and partners to facilitate decision-making, access knowledge and expertise and foster a participative climate; and
  7. Ensures implementation of and adherence to CARE and project policies, guidelines and values
  8. Oversee the delivery of capacity building plans to implementing partners especially those in the high risk categories.
  9. Coach and mentor staff to develop the required operational competencies and link in to wider organizational talent development plans.
  10. Liaison with CARE Canada on finance, contracts and sub grant management
  11. Serve as Team Leader during the absence of the incumbent
  • MA/MSC/ MBA degree in a related professional development field
  • At least 10 years’ experience in a senior level position in an international development project of similar scale and complexity
  • Excellent planning, financial & budget oversight, negotiations, and communications skills.
  • Demonstrated knowledge of and familiarity with donor policies, rules, regulations, and procedures, with specific understanding of DFID, SIDA and Irish AID guidelines, rules and regulations.
  • Demonstrated skills overseeing a sub granting component of a large development program with multiple partners
  • Demonstrated skills in leadership and supervision of staff and working effectively in teams
  • Demonstrated ability to cultivate and sustain working relationships with International and Bi-lateral agencies, government and non-governmental organizations
  • Proven experience building capacity in sub grant management for NGOs and government institutions
  • Excellent oral and written communication skills.
  • Demonstrated experience in applying a gender equality approach
