The Internal Auditor is responsible for supporting the country programmes in Zambia and Malawi by carrying out scheduled and ad hoc assignments in compliance with the international standards for the professional practice of internal audit.  This contributes to a systematic and disciplined approach to risk management, controls and governance processes within Concern and partners.
This position will be based in Malawi or Zambia with approximately 60% of time allocated to Malawi and 40% of time allocated to the Zambia programme.
The position holder will adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy.
As part of the Concern P4 responsibility the position holder will
  • Support and promote the standards outlined in the P4 and the Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment. And
  • Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme.
Responsibilities and Tasks
Job Responsibility #1- Organizational monitoring and control (65% of time)
  • Documenting, evaluating and developing an internal control system to maintain the financial integrity of Concern Worldwide in Malawi and Zambia.
  • Systematically sampling the adequacy and reliability of internal control and accounting systems
  • Carrying out reviews and verification of records to assess compliance with standards, policies and procedures and recommend changes
  • Ensuring compliance with established procedures as laid down in the Overseas Accounts Reference Manual, the Procurement Guidelines, the Employee Handbook andHR Manual
  • Monitoring policy and procedures compliance and establishing techniques to discover and prevent fraud
  • Ensuring internal control procedures are being complied with by regular visits to programmes and H/O departments
  • Periodically auditing/reviewing systems or operations to determine whether the risks are being effectively managed, carrying out regular checks on Concern’s finance, transport, procurement, administrative and stores systems in order to assess potential risk
  • Carry out necessary checking to ensure transactions are genuine and fair and to prevent abuse and misuse of Concern’s resources
  • Investigating any suspicious of fraud and make recommendations for appropriate management response
  • Monitoring changes in finance and tax issues relevant to staff and organisation, in collaboration with the CFCs in Malawi and Zambia
  • Reviewing donor guidelines on areas that could lead to ineligibility of costs (procurement, overspend, rule of origin) and carrying out training with staff and partners to assist with compliance and clear audit trail
  • Carry out training for finance and non-finance staff in Concern on fraud awareness and prevention regularly (at least annually in each field location).
  • Support the Country Financial Controllers with identifying training needs and solutions for finance staff within the Malawi & Zambia Country Programme
  • Engage with management on and track implementation of audit findings and recommendations (annual audit, donor audit, Concern Dublin audit)
  • Preparation of annual and quarterly audit workplans and preparation of TORs for all audits in Zambia or Malawi
  • Fulfilment of audit reporting obligations to Zambia & Malawi Country Directors including producing high quality audit reports with substantiated findings and clear recommendations
Job Responsibility #2 Partner financial monitoring (30% of time)  
  • Monitoring partners to ensure their financial integrity within the framework of policies and procedures established by Concern and generally accepted accounting principles and standards
  • Assessing financial and operational risks of Concern’s partners and ensuring that all risks identified are adequately managed. This will involve identifying partners’ financial capacity gaps, making recommendations to address the gaps and follow up the implementation of the recommendations.
  • Conduct an annual risk assessment with partner organisations, using the Concern Worldwide Financial Analysis Tool and make recommendations on partner risk management to the Country Management Team and follow up with the CFC and Programmes Accountant on partner risk and audit findings on a quarterly basis;
  • Review partners’ external audit reports and management letters; follow up on issues raised
  • Periodically assessing the finance skills of both finance and non-finance staff of partner organisations by using the partner audit programme, and other tools
  • Periodically audit/review systems or operations to determine whether the risks are being effectively managed and to check compliance with terms and conditions stated in the partnership agreement
  • Carry out investigation audit of partners, as requested by Concern management
  • Ensuring partner organisations have their own financial policies, procedures and internal control systems which meet Concern’s minimum standards for partner organisations
  • Produce high quality visit/audit reports with substantiated findings and clear recommendations
Job Responsibility #3 Risk Management (5%)
  • Supporting the CMT in Malawi and Zambia to carry out an annual review of the country Risk Register and to review the Register periodically throughout the year.
Perform other duties as assigned by the Supervisor
  • A recognised professional qualification:
    • ACCA (Certified Chartered Accountant)
    • CPA (Certified Public Accountant)
  • At least 5 years’ experience in non-profit compliance management or audit and experience of dealing with partner organisations
Technical Skills
  • Knowledge of audit procedures, including planning, techniques, test and sampling methods involved in conducting audits
  • Knowledge of computerized accounting and auditing record keeping systems
  • Ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports
  • Report writing ability.
