Zambia has had no Surveillance System for Bee Pests and Diseases. This is a canter within the Sanitary and Phyto-Sanitary Standards in the Honey Value chain. In this regard only scanty information has been uploaded on the World Animal Health (OIE) website on the presence or freedom from diseases and pests in the honey sector. The lack of a surveillance system that can withstand scientific scrutiny, has put the country at risk of non-tariff barriers to trade that could eminent from SPS related issues. In SPS matters the onus is on the host country to provide with credible evidence the presence or freedom of issues raised by the intended recipient country. Until recently this was the case with South Africa which had banned the importation of Zambia Honey on the premise that it could have been infected by American Foulbrood (AFB). Without credible systems, it took Zambia many years to prove otherwise. This issues remains a clear example on why Zambia needs to develop SPS systems that can withstand scientific scrutiny.
SNV Zambia received a grant from the Africa Trade Fund (AFTRA) hosted by the African Development Bank (AfDB) towards the financing of the Trade and Industrial Capacity Building in the Apiculture Sector (TICBAS) Project.
The goal of this project is to improve the livelihoods of producers, processors and traders of honey and bee products in Zambia by facilitating the expansion of trade and production. The objectives are to:
  1. Improve the capacity of traders, processors and producers to comply with SPS measures.
  2. Improve the capacity of SPS authorities to perform regulatory functions including surveillance and monitoring of SPS risks in the honey sector.
  • Improve the awareness and national coordination among traders, producers, processors and consumers of quality standards and food safety issues around honey and bee products.
As part of the outcome under objective ii, TICBAS is developing a Provincial Bee Pests and Surveillance System for the North-Western Province of Zambia. This will entail that Zambia has a defined geographical area where routine surveillance is carried out. From October 2015 to January 2016, the TICBAS project trained Veterinary Assistants (VA) and the District Veterinary Officer (DVO) in Mwinilunga District on honey pests and diseases. Subsequently, TICBAS also began trial of a Passive Surveillance System for routine monitoring of honey pests and diseases. The piloting phase of the Surveillance System was concluded in January 2016. The trial period was deemed successful and TICBAS shall now focus on Rolling-Out the Surveillance System to 5 districts namely, Kasempa, Zambezi, Kabompo, Chavuma and Mufumbwe.
The main activities of this assignment are as follows;
  1. a) Training of Veterinary Assistants and District Veterinary Officers in the 5 fore mentioned districts in bee pest and diseases identification
  2. b) Training of Veterinary Assistants and District Veterinary Officers in the 5 fore mentioned districts on data collection tools for bee pest and diseases for passive and active surveillance
SNV Zambia through the TICBAS Project now invites eligible individual consultants to indicate their interest in providing these services.
Interested individual consultants must send their CV providing information on their qualifications and experience demonstrating their ability to undertake this assignment, with reference to similar service s and experience in similar assignments.
Required qualifications include:
  • At least a postgraduate degree in animal sciences; veterinary sciences, biology, plant health, or similar related field;
  • At least ten years of experience in agriculture in Zambia working with producers and processors in a variety of sectors including the honey sector;
  • Demonstrated experience with establishing national systems, policies and protocols;
  • Knowledge of government systems and structures within Zambia;
  • Familiarity with local languages of at least one of North Western Province, Copper belt, Eastern, Central Province
