Position Title:  M&E (Monitoring and Evaluation) Officer
Reports to: Programmes Director and CEO
Location of position:   Barefeet Head Office.
Status: This is a fixed term full time contract. You are expected to work 5 days a week. With some flexibility depending on activities.
Purpose of the Position 
The M&E Officer will support the Programmes Director as well as the Management Team in all planning, data collection, analysis, and learning activities to help ensure accountability and impact from start to finish for all programs and projects.
S/he will provide technical field support to the M&E unit, within the Programmes department. The M&E Officer will work closely with Programme teams to assess field conditions, create innovative tools to assess projects, and facilitate the collection of quality data in liaison with the Programmes Director. S/he will collaborate with the Programme team in reviewing and preparing monthly, quarterly, final or mid-term reports where necessary.
The M&E officer will work with other members of the team at the time of project creation, contributing to the integration of innovative and effective M&E tools, processes and budget lines in all Barefeet activities. Additionally s/he may be asked to follow up on program expenses and indicators, implementation of processes, standard operating procedures and any other tasks given to her/him by the Programmes Director or the Management team.

Barefeet is an NGO comprising of a team of artists who share their creative disciplines with young people with the sole purpose of bringing about change and human development. We aim to create an army of knowledgeable, inspired, creative and empowered young artists to help spread important information and their voice throughout Zambia and the world. Barefeet utilizes the power of fun, play and laughter to give children a platform and a voice to talk about issues that affect them and empower them with the skills to create change. We have five key areas (or toes) through which we deliver our work and achieve our main objectives. Those are Outreach, Intervention Workshops, Annual Barefeet Youth Festival, Children’s Council and the Performance Company.

Primary Responsibilities
1.   Project and/or Program Management Support
  • Support all M&E initiatives for assigned project(s) including; creation of innovative participatory monitoring and evaluation plans, monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
2.   System Development
  • Work with the Programme Director and Management in creating a framework and procedures for the monitoring and evaluation of project activities.
  • Work with the Programme Director in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
  • Work with the Programme Director in proposing strategies to increase data use and demand amongst Programme staff.
  • Work with Program staff and the Programme Director in clarifying project information needs.
  • Support project/programme staff on ways to properly document organize and capture programme progress.
  • Draft tools and data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals), and revise them appropriately when need arises.
  • Work with the Programme Director in reviewing the performance of existing management information systems to help identify potential modifications or resources.
  • Keep abreast of developments in project/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
3.   Data Management and Analysis
  • Suggest ways to facilitate data collection and the flow of data within Program field teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of reported data.
  • Analyze changes and patterns in KPI indicator data and performance reports in order to support Program staff and/or the Programmes Director.
  • Ensure that donor, partner, and Management data queries are addressed in an accurate and timely manner.
  • Support and participate in program and project evaluations
4.  Communication and Reporting
  • Work with the Programmes Director and Management in reviewing donor reports to ensure high quality reports are submitted on time for all project (s).
  • Work with Programmes in establishing log frames, M&E work plans, and targets during the drafting of donor project proposals as well as throughout project implementation
  • Review and analyze reports with the Programmes Director to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting
5.   Other duties
  • Barefeet Theatre is at present a small organisation, and as such all members of Barefeet, Team will be expected to be flexible in their approach to work. During busy periods for the organisation you may need to support others in the organisation, to take on additional responsibilities as deemed appropriate by the Management and to represent and advocate for the organisation where necessary.
  • Work in conjunction with the Management on building the capacity of Barefeet as an organisation.
  • Manage and support any volunteers working with the project.
Qualifications, Experience, Knowledge and Skills
  • Bachelor’s Degree in Administration, Information Management, Project Management, or other relevant academic background.
  • 1 to 3 years of Monitoring and Evaluation experience that includes working with logic models, logical frameworks (essential).
  • Experience in producing high-quality briefs and reports.
  • Experience in methodologies for collecting, processing and analyzing qualitative and quantitative data.
  • Excellent knowledge of data analysis tools (SPSS or other equivalent software) and management systems databases (Excel, Access or other equivalent software).
  • Strong analytical, coordination, facilitation, negotiation, interpersonal, documentation, report writing and communication skills
  • Ability to work effectively as part of a team and coordinate with a variety of partners and stakeholders, maintaining harmonious and productive working relationships
  • Ability to work with minimal supervision
  • Ability to design M&E tools, surveys, surveillance systems, and evaluations
  • Demonstrated ability to train and build capacity of others
  • Experience in a non-governmental organization is desirable.
