Job Title: Monitoring and Training Coordinator (3 Positions)
The Ministry of General Education is committed to ensuring that all Zambian children are able to attend school, stay and learn. However recent bi-annual national assessment survey trends indicate a fall in learning outcomes. Zambia has revised the education curriculum, and began its implementation in 2014 as one of the measures to address this.
To further ensure that learners who have fallen behind in literacy and numeracy are able to catch-up to grade appropriate levels, the Ministry of General Education (MoGE) will be implementing a pilot catch-up literacy and numeracy program targeting all learners in grades 3 to 5 in selected schools in Southern and Eastern Provinces of Zambia.
The project will be piloted in 2016 and 2017, with the support of partners including DfID, UNICEF, ZESSTA J-PAL and VVOB. A total of 80 schools (20 per each district), will be targeted in Monze and Pemba in Southern Province and Katete and Chipata in Eastern Province.
The pilot Catch-Up programme will ensure targeted, at-level teaching for all children in the selected schools over a period of 1 month for Eastern Province in 2016 and 6 months in Southern Province in 2017.
In order to support the implementation of the pilot, VVOB and partners will seek the services of 3 Monitoring and Training Coordinatorsbased in the district for the duration of the pilot, whose key function will be that of supporting the teachers and MoGE stakeholders at district level with the training, mentoring and monitoring.
Location and duration of engagements:
Monitoring and Training Coordinator Eastern Province – Chipata and Katete
1 Position – 11 months. Starting in June 2016 and ending in April 2017
He/she will be located in Chipata and then in Katete for the duration of the pilots in the respective districts. These will run in succession, first in one district and then in the other.
Monitoring and Training Coordinator Southern Province – Monze and Pemba
  • Position– 12 months. Starting in September 2016 and ending in August 2017
One will be stationed in Monze and another in Pemba for the duration of the pilots which will run concurrently.
Specific tasks
More specifically, the main role of the Monitoring and Training Coordinators will be to:
  1. Organize and manage the logistics, including finances, for the teacher training, under Ministry and VVOB guidance;
  2. Organize and undertake school monitoring and mentoring visits
  3. Be a key communication link between schools, zonal, district and national staff (both Ministry and supporting partners)
  4. Train monitors and mentors to support in the implementation and monitoring of the pilot
  5. Support government monitors in training and mentoring teachers
  6. Support external monitors (parents) in monitoring of the programme
  7. Conduct monitoring and mentoring visits to participating schools
  8. Manage, collate and quality assure the data collected at a school district level
  9. Organise regular monitor meetings
  10. Provide support to mentors and teachers in the implementation of the pilot
  11. Organize refresher training and wrap-up sessions
Knowledge & Experience:
  • Diploma/Degree in human sciences, education or related field;
  • Minimum 4 years’ working experience in education related field, preferably teacher education/mentoring and support in the areas of literacy or numeracy;
  • Experience with working with Ministry of Education at national or decentralized level;
  • Understanding of the national education system and recent evolutions related to the revised Curriculum.
  • Experience in training of teachers or monitors
  • Excellent command of the English language
  • Able to work with minimum supervision
  • Effective in managing resources, staff and time
  • Of high integrity and professional work ethics
  • A track record of accountability in the management of resources
  • Computer literate and familiarity with ICTs for reporting
