We are seeking D.C., Ghana, Kenya, Zambia, or Ethiopia-based Regional Monitoring & Evaluation Advisor who will provide leadership strengthening for both the organization’s and staff’s capacity in order to design and implement effective monitoring, evaluation, reporting, and learning systems. This position provides on-the-job capacity building, supportive mentoring/coaching for project M&E staff and key partners throughout the region, and ensuring quality data and analysis is available to program managers and donors in a timely manner. Also, this position will provide training/mentoring to field-based staff to ensure staff on each project office are trained and supported in M&E and that projects have institutionalized quality M&E systems. The M&E Advisor assignment location is open for discussion (may be based in Washington DC, Ghana, Kenya, Zambia, or Ethiopia) but requires frequent travel to other countries/project sites in the region.
Primary activities include, but are not limited to, supporting each country office to develop and implement Performance Monitoring and Evaluation Plans to include clearly defined indicators that reflect a causal model or results framework, operational protocols for collecting data and a system for the consistent and accurate collection, collation, analysis and use of data as well as clarity on the evaluation approach for outcome and impact level results; building staff capacity in controlling data quality and mitigating data risk--helping staff develop data quality standards and implement standard operating procedures to mitigate risk; conducting internal data quality audits of project M&E systems; helping to define standards, design elements and if need be review or advise on consultants scopes and products; participating in M&E reconnaissance and in specific proposal developments; and ensuring each program has a sufficient evaluation system/approach in place that allows the program to determine outcome and impact level results in context.In addition, this position will be responsible for supporting COP and Project Directors in extracting critical lessons learned and good practices from monitoring and reviewing of progress; ensuring that project monitoring, documentation, and learning approaches are consistently integrated, aligned, and mainstreamed into project activities; reviewing program M&E status (across the region) and provide feedback on needs, trends, best practices, and priorities to help establish regional/global activities and budgets; and remaining informed of new developments in M&E and in donor regulation changes regarding M&E.
Minimum qualifications are a master’s degree in monitoring & evaluation, economic metrics, international development, agriculture, finance, or other related field. A minimum of ten (10) years’ experience in monitoring & evaluation within international development – including at least three (3) years’ experience with DFAP/MYAP programming and a demonstrated understanding of monitoring commodity systems is required. Candidates must have strong technical, analytical, and managerial capabilities with a proven record of successful project management, capacity building, and team building. Candidates should have demonstrated experience in data collection, statistical analysis, and reporting with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, etc.). In addition, candidates with experience working with international donors and familiarity with USAID rules and regulations are highly preferred. Fluency in English and French language is required. The ability and willingness to travel internationally is required (up to 40%).
