TITLE: Research Coordinator/ Programme Officer
REPORTING TO: Senior Associate, PCDC Associate II, PCDC Country Director- Zambia
LOCATION: Lusaka, Zambia
ASSIGNMENT LENGTH: One year, renewable by mutual consent and availability of funding
The Population Council is seeking a qualified public health or social science researcher with an understanding of HIV and demography/population studies to coordinate activities for the implementation of research on priority populations in Malawi, including orphaned and vulnerable children (OVC), adolescent girls and young women, and people living with HIV (PLHIV) among others. The position will be based on of the Council’s Zambia office. This research, conducted under the USAID-funded Project SOAR (Supporting Operational AIDS Research) and Project DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe women) in Malawi. The position will oversee two streams of research: a large-scale evaluation of a community-based HIV prevention intervention and implementation science research focused on HIV prevention programs among adolescent girls and young women.
Reporting to the Population Council the Washington D.C. based study PIs, as well as the Population Council Zambia Country Director, the position will contribute to all aspects of study development, implementation, data collection and management for analysis, reporting, and dissemination. S/he will work closely with the Project PIs, and other members of the study team to ensure the studies are implemented according to protocols; that data generated are of high quality; progress reports are provided in a timely fashion and that results are widely disseminated. S/he will serve as the primary representative in Malawi, communicating and coordinating with USAID, research and implementing partners, the Ministry of Health (MoH), National AIDS Commission, and other key stakeholders. The incumbent will manage and oversee the implementation of research studies and should possess strong research and team management skills.
  • Represent Project SOAR and Project DREAMS and the Population Council to donors, collaborating agencies, policymakers, community beneficiaries, government institutions, and other stakeholders in Malawi.
  • Collaborate with local research partners / investigators and manage relations with local fieldwork and data collection partners.
  • Manage activities on multiple research projects, including contributing to the study planning; development of study procedures; obtaining in-country approvals; recruiting, training, and managing study staff, as appropriate; supervising the planning, implementation, and reporting on data collection; Monitor compliance with study ethical provisions and consenting processes.
  • Monitor study progress and provide regular updates to the Principal Investigators and Country Director; compile regular and timely study progress reports derived from field activities;
  • Foster collaboration among local investigators, field research teams and implementation partners;
  • Participate in stakeholder meetings, seminars, workshops, and conferences to review progress or disseminate study results.
  • Monitor assigned budgets and project field expenditures and ensure proper and efficient financial and administrative management of project activities, including adherence to work plans and budgets, as well as compliance with local laws and customs, donor requirements, and Council policies and procedures.
  • Assist in any other study related tasks as deemed necessary by Project PIs.
  • Minimum of a Master’s degree in public health, epidemiology or social sciences; PhD candidate preferred; exceptional candidates with Master’s degree will be considered.
  • At least 5 years of experience in the management of HIV/AIDS research projects in low resource settings, including the implementation of community-based research projects.
  • Quantitative and qualitative research skills and experience; proficiency in GIS, Access, Excel and STATA or other data collection and management software such as SAS, SPSS and AtlasTI or NVivo.
  • Documented ability to work independently and to collaborate with senior colleagues, donors, partner organizations, government, relevant stakeholders and others at all levels.
  • Excellent English language, oral and written communication skills; strong organizational and interpersonal skills.
  • Willingness to travel extensively to Malawi.
  • Experience with USAID/PEPFAR-funded projects desirable.
