Within the framework of a Technical Cooperation agreement with  the Government of Zambia and the Ministry  of  General  Education  (MoGE),  The  Flemish  Association  for  Development  Cooperation  and Technical  Assistance  (VVOB)  supports  programmes  aimed  at  improving  the  quality  of  education  in Zambia. Since January 2014 and ending  December 2016, VVOB, in collaboration with the  MoGE, supports the Learning Improvements for Teachers and Lecturers for Early Education  (LITLE)  programme with a focus on Teacher Training in Early Education.  The focus of the programme is  pre-  and in-service training of teachers. In particular,  the Specific Objective of the LITLE programme is:  ‘Early education teachers and school leaders provide all learners equal opportunities to enhance their further educat ion and future success ’. This is  achieved through technical assistance to the MoGE  to  support and monitor the delivery of quality early  education  pre-service  teacher  training  through  Colleges  of  Education  offering  Early  Education Teacher Training (currently 6 Colleges).
The  6  Colleges  of Education  are supported in their capacities to deliver quality and gender sensitive training in line with the official early education syllabus.  In-service  training of early education teachers in 18 selected Zones is supported through District and Zone resource centres. VVOB is seeking the services of a technical advisor to  fill in the position of  Teacher Resource Centre Advisor, to be based in Ndola, with frequent missions and visits to VVOB’s areas of operation.
Purpose of the function
The  purpose  of  the  function  is  to  provide  expert  advice,  guidance  and  support  to  the  Teacher
Resource Centres in the framework of the VVOB programmes.
Working  primarily  with  Teacher  Resource  Centres,  the  Teacher  Resource  Centre  Advisor  has  the primary  function  of  supporting  the  development  and  roll  out  of  quality  Continuing  Professional Development (CPD) in Early Education for serving teachers, through the Zone In Service Coordinators.
As such the Teacher Resource Center Advisor:
  • Monitors consistency of programme activities
  • Ensures  high quality standards in terms of partnership, relevance, efficiency, effectiveness and sustainability of the VVOB activities
  • Provides expert guidance and advice on CPD programmes through the zones
  • Monitors and supports the identified Zone Resource Centers (ZRCs) with  low cost  teaching and learning materials and their use
  • Supports the QEECS team with the overall monitoring of the project activities and impact
  • Contributes to the overall implementation of the project activities
  • Supports the QEECS Coordinator with the reporting on progress
Note also  that  the profile can be revised in the course of the implementation of the programme to ensure achievement of the set results.
Competencies and skills
  • A relevant Masters’ Degree (or equivalent by experience) with a bias towards Early Education and/or Early years of Primary
  • A minimum working experience of 7 years in the field of Early Education and or Early Years of Primary
  • Good knowledge of the Educational context in Zambia
  • Experience in teaching literacy in the early grades
  • Experience in coaching of teachers
  • Experience of working in a multicultural team and in diverse environments
  • Excellent command of the English language
  • Cultural sensitivity
  • Able to work with minimum supervision
  • Effective in managing resources and time
  • Of high integrity and professional work ethics
  • A track record of accountability in the management of resources
Highly desirable
  • Experience with integration of gender in education
  • Creativity and flexibility in obtaining results
  • Maximum transparency in carrying out assignments
