Country Operations Manager, Zambia Country Program

The Zambia Country Program portfolio includes projects across priority health programs such as malaria, nutrition and immunization as well as policy and advocacy with funding from USAID and Bill and Melinda Gates Foundation. With an anticipated staff establishment of 100 by the end of 2016, the PATH Zambia office is fast growing and the second largest office in Africa.

PATH is seeking to recruit a Country Operations Manager to manage the financial and operations activities for PATH in Zambia. The Country Operations Manager will work under the direction of the Country Director and closely with local staff and PATH regional and headquarters teams in Nairobi, Seattle and Washington, D.C. to ensure optimal performance, compliance and effective program implementation.  

Specific duties and responsibilities:

Leadership. Serve on senior management team and provide leadership to staff across all teams and to PATH colleagues across the globe who are operating or seek to build business in Zambia. The Country Operations Manager is member for PATH Zambia Senior Management Team.

  • Seek to find synergies among projects and identify mechanisms for project teams to share information, convene and operationalize the OnePATH strategy.
  • Take an active role in building the capacity of others. As a member of the senior management team, identify opportunities to develop staff and guide performance leaders to leverage existing tools, such as stretch assignments, promotions, training, etc.
  • Provide leadership to project administrators to ensure best practices are applied across all teams and efficiencies are gained. Participate in recruiting and onboarding of new project administrators, coordinate training and seek to provide opportunities for information sharing across teams.

Finance and Budgeting. Manage the finance and budgeting functions.

  • Directly supervise finance staff to ensure compliance, optimal performance and career development.
  • Support development of budgets for proposals, including costing information and liaising with project teams globally.
  • Oversee finance operations, including expenditures, disbursements, procurement and reconciliation of bank accounts.
  • Develop annual country program overhead and facilities budgets in collaboration with Country Director and headquarters staff and manage expenditures against budgets, informing Country Director of current or anticipated variances.

Business Development and Reporting.

  • Participate in development of grant proposals and coordinate donor visits.
  • Collaborate with project leaders and Country Director to identify new opportunities to leverage data for decision making.
  • Collaborate with business development team to update and distribute a pipeline report for Zambia that informs the country program strategy as well as projects across PATH.
  • Oversee production of customary reports, such as financial, government and donor reports. Monitor, track and support external reporting to donors for quality, timeliness and accuracy.
  • Update and provide to senior management team a report reflecting all projects in Zambia to facilitate operations and serve as communication tool to executive team and PATH staff globally.

Operations Management. Manage and improve local practices in accordance with PATH policies and procedures, donor requirements, and Zambian government requirements.

  • Collaborate with communications team to update and distribute country program communications materials.
  • Oversee the management of vendors and consultants and their agreements in accordance with PATH policies.
  • Ensure compliance with all relevant local laws and regulations, including those regarding labor, taxes, human resources management and registration.
  • Manage services for electric, telephone, internet, water, security, cleaning and other services to ensure proper maintenance of all facilities.
  • Ensure all PATH resources, including office space and equipment, are in good order and adequate for smooth running of the country program. 
  • Manage administrative processes related to staff and consultant travel, contracts administration, payroll and taxes, employee timekeeping, purchasing, organizing meetings, etc.
  • Partner with the regional HR business partners and recruiters to ensure that all transactional HR matters are effectively managed.
  • Liaise with local accounting/legal firm(s) as required regarding office registration and tax exempt status; track annual registration renewals and tax requirements; and maintain office registration and required employment documentation.

Change Management.

  • Serve as a visionary by identifying internal challenges resulting in a need for change.
  • Create solutions to improve the performance of the country program based on the recognition that a change is needed.
  • Manage changes in the midst of the organization’s fast growth including operational processes and systems, job roles and the country program structure.
  • Encourage existing team to rapidly, completely and proficiently embed the required changes to their day-to-day work.
Required Skills

  • Demonstrated success establishing collaborative relationships across various working groups and projects and stakeholders.
  • Strong ability to harness appropriate human resource across different projects to empower and build a solid operations team.  
  • Proven success recognizing and resolving problems independently and in collaboration with local and headquarters leadership.
  • Excellent organizational and documentation practices and the ability to provide leadership for compliance with PATH, donor and government requirements.
  • Demonstrated success in the assessment and leveling up of operations systems and processes.
  • Demonstrated success in the design and implementation of new systems and processes in the midst of a growing and changing environment.
  • Excellent team player with the ability to work with and through others (delegation).Proficiency in MS Outlook, Word, Excel and accounting software. QuickBooks, PowerPoint, Access and MS Project proficiency preferred.
  • Proven effectiveness working in an NGO environment and working knowledge of US Government (USAID) and other international donor project management and compliance highly desirable.

Required Experience

Bachelor’s degree in business administration, accounting, or finance plus a minimum of seven years of experience in administrative and financial management required. Experience must include supervisory and grants and contracts management. Master’s degree preferred.
