Deputy Chief of Party/Senior Evaluation Specialist, USAID/Zambia Research, Evaluation, Assessment and Data (READ) Project, Zambia

Proposal Objective
SI is planning to bid on an evaluation of the USAID/Zambia Research, Evaluation, Assessment and Data (READ) Project. The objective of READ is to assist the Ministry of General Education, particularly the Examinations Council of Zambia, to institutionalize learner performance assessment at the school, zone, district and provincial levels and to conduct research such as baselines, midlines, and end line assessments. The anticipated project will be a multi-level M&E activity that will build capacity for monitoring and evaluation of early grade reading at national, school, and community levels.
Position Description:
SI is seeking a Deputy Chief of Party (DCOP)/Senior Evaluation Specialist for the USAID/Zambia READ project. The DCOP/Senior Evaluation Specialist will support the Chief of Party in overseeing and leading all program activities and deliverables of the monitoring and evaluation program in Zambia. The period of performance will be five years and this position will be based in Lusaka.
Responsibilities:
  • In coordination with COP, lead and manage all technical work conducted throughout the life of the activity.
  • Plan, manage, and lead all relevant deliverables stipulated in the SOW, including, but not limited to, assessments, performance monitoring, data quality verification and evaluation of the output and outcome results.
  • Evaluation responsibilities include the following: design, quality development, and production of evaluations reports and any assessments, population based surveys and studies; including the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
  • Ensure that short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
Qualifications:
  • Advanced degree in policy, education, statistics or related field required.
  • Minimum eight years of experience working in M&E of primary education projects with preference given to experience with Early Grade Reading Assessment (EGRA) tools.
  • Experience managing and using assessment data on early grade reading programs highly preferred.
  • Experience designing, conducting, and validating different types of assessments.
  • Knowledge of the Zambian Education Management Information System highly preferred.
  • Technical knowledge and understanding of the design, implementation, and management of monitoring and evaluation programs, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
  • Fluency in written and spoken English required.
