Summary:
Counterpart International is currently seeking a Finance, Grants and Compliance Manager for its ongoing Fostering Accountability and Transparency in Zambia (FACT Zambia) project. The program works to improve the ability of Zambian civil society organizations (CSOSs) and citizens to collaborate with selected government entities to enhance and promote transparency and accountability in the delivery of targeted public services. The first objective of the program is to encourage civic participation among Zambians, FACT Zambia will also strengthen the ability of CSOs to engage with grassroots constituencies in the areas of education, health and HIV/AIDS, sustainable rural livelihoods, and environment. The second objective aims to increase and improve the engagement between citizens and government service providers in these sectors. With the support and under the supervision of the Chief of Party (COP), the Finance, Grants and Compliance Manager will ensure program compliance with donor regulations, as well as internal policies related to finance, sub-awards, procurement, and other administration. The Financial and Compliance Manager should have progressive experience in the areas of: financial management, accounting, grant making, auditing, and procurement, as well as USAID rules and regulations governing financial and administrative management and oversight of programs.
Duties and Responsibilities:
  • Maintain and enhance financial management systems, procedures and controls to ensure compliance, transparency and effective utilization of resources.
  • Manage program budget and oversee all financial disbursements and procurement to ensure compliance with U.S. Government regulations and Counterpart International policies and procedures.
  • Prepare monthly financial reports, records, files and cash requests to Counterpart headquarters.
  • Monitor program burn rate and support the development of pipelines, burn trackers, accruals and spending projections.
  • Assist with preparation of quarterly and annual financial reports for USAID, as needed.
  • Maintain an up-to-date Grants Management Manual for the program.
  • Institutionalize in conjunction with Senior Management Counterpart International’s grants management best practices within the program.
  • Ensure that the sub-grants to local Civil Society Organizations (CSOs) and any other sub-grantees are implemented as per USAID sub-grants rules and regulations.
  • Review budgets and supporting documentation and negotiate with potential grantees and finalize agreements.
  • Provide training and technical assistance to sub-grantees on USAID regulations, financial management and reporting.
  • Monitor grantee performance per sub-grant agreement requirements.
  • Ensure accurate grant close-out procedures.
  • Supervise the grant team’s review of financial reports for submission to the Chief of Party, as well as documentation to ensure that grantees meet both Counterpart International and USAID rules and regulations.
  • Lead and supervise day-to-day operations of the finance, grants and admin team, including mentoring and capacity building.
  • Oversee key HR policies and ensure their adherence to local labor laws.
  • Other duties as assigned.
QUALIFICATIONS:
  • A university degree in finance, business administration, or related field is required.
  • Full ACCA member having completed all requirements or equivalent and a registered member of Zambia Institute of Chartered Accountants (ZICA)
  • Minimum of five (5) years of experience working with international NGOs.
  • At least four (4) years’ work experience with USAID-funded programs, including demonstrated knowledge of USG rules, regulations, policies and procedures.
  • Experienced in sub-grants management.
  • Familiar with the use of QuickBooks accounting software is required. Also proficient in use of MS Word, Excel and Outlook.
  • Excellent organizational, analytical, oral, and written communications skills.
  • Demonstrated supervisory and leadership skills, ability to work well in a team environment.
  • Fluent in written and spoken English is required; knowledge of Zambian local languages is also preferred.
