Job Title: Programme Officer
As the Programme Officer will be responsible for organizing, monitoring and contributing to the implementation the Gendered Enterprise Market (GEM) + Value Chain strategy and Food security activities. To ensure that activities are well coordinated, effective and on track to achieve the programme’s objectives.
Program Description:
The Project has been designed to achieve SAP s goal of increasing food security and decreasing hunger through agriculture-led growth and inclusive market access by smallholder farmers. The programme objectives are to improve smallholder productivity, expand markets and trade, and increase private sector investment in agriculture, looking at the three strategic direction in the SAP strategic plan.
Programme will achieve these objectives by applying a private-sector led, equitable and facilitation value chain approach. The Gendered Enterprise Market (GEM) and value chain approach starts with well-defined, VC-specific market opportunities, around which Soya Beans Value Chain actors can mobilize. VC interventions will be catalytic, addressing systemic issues that enable growth in additional VCs and create a culture of innovation and competitiveness, even at the village level. The project’s interventions will address a mix of upgrades at the farm, post-harvest, processing and market levels.
Through the Pathways Out of Poverty approach, “push strategies will be aimed at the very poor and directly address the constraints limiting market engagement and “pull” strategies will be aimed at smallholders who are more market ready. SAP will take a facilitative approach, partnering with local and private sector entities so VC actors can pursue market opportunities sustainably. The project will identify exit strategies early in the program to ensure that our activities will result in a stronger, more resilient market system that integrates the poor.
3. Programme Management and Administrative Activities
  1. You shall report to the Programme Director.
  2. Supervise and provide leadership to the SAP team.
  3. Maintain an understanding of the project’s performance monitoring and impact indicators and learning agenda; monitor the performance of relevant value chains and document key qualitative and quantitative changes.
  4. In collaboration with the team effectively and properly utilize the programme grant funds through appropriate grant concepts and implementation.
  5. Engage the team in crosscutting activities (including finance, gender ) to ensure that they are incorporated into the team’s strategy and daily operations.
  6. Work closely with project staff to coordinate program activities, effectively utilize project equipment and resources, and communicate well with multi-program actors on common message and united assistance.
  7. Take the lead in developing, implementing and monitoring portions of the work plan pertaining to programme activities
  8. Contribute to the preparation and drafting of the relevant activities components of monthly ,quarterly and annual reports,
  9. Document and show result in exiting work through success stories, field visit, Group & individual profiling and any other programme publications as required.
  10. Perform other duties as may be required by the Programme Director.
