Counterpart International is currently seeking a Community and Business Development and Livelihood Specialist for the anticipated 4-year EMPOWER: Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women in Zambia program under the Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL). The goal of the program is to reduce the prevalence of adolescent girls engaged in child labor in targeted rural areas in Zambia by increasing access to acceptable work, quality training, educational and vocational opportunities. The program will also collaborate with Government and private sector stakeholders to promote acceptable work for target populations and will raise public awareness around the issues of gender inequality and child labor. The Specialist will be responsible for developing and delivering entrepreneurship and livelihood training modules in an effort to expand access to acceptable economic opportunities for vulnerable women and girls. S/he will also be responsible for building public and private partnerships in order to strengthen networks of female entrepreneurs. The ideal candidate will have at least three years' experience in a leadership position responsible for livelihoods interventions and economic strengthening and building partnerships, especially with the private sector. This is a full time position based in Lusaka, Zambia with potential regional travel. This position will report to the Project Director.

Duties and Responsibilities:
  • Lead the development and implementation of economic strengthening and livelihood interventions.
  • Engage the private sector, government and other relevant stakeholders in program activities to increase economic opportunities for target populations.
  • Build partnerships with government agencies, private sector stakeholders, networks of vocational training associations, employers' organizations, and trade unions or comparable entities to create effective training networks.
  • Help strengthen peer support, business and social networks of female entrepreneurs.
  • Identify problems and strategies related to girls’ engagement in child labor.
  • Ensure timeliness of activities and deliverables as well as effective implementation, monitoring and evaluation.
  • Provide technical assistance to CSOs to build their capacity to support target populations.
  • Help raise public awareness on effects of child labor and gender inequality.
  • Collaborate with the Government and private sector to design and implement activities to promote acceptable work for adolescent girls and vulnerable women.
  • At least three years of experience in a leadership position responsible for economic strengthening and livelihood interventions.
  • At least three years of experience in a consultative or advisory position responsible for building public private partnerships to achieve common goals, identify problems and challenges, develop focused strategies, lay out actionable plans and recommendations, and define and identify roles and responsibilities.
  • Proven success in establishing partnerships and alliances, develop networks, and collaborate across boundaries to build strategic relationships and achieve common goals.
  • Professional level English proficiency.
  • Proficiency in one or more of Zambia’s major languages (Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga).
  • A university degree in a relevant field.
  • Strong knowledge in gender equity and empowerment and/or experience working with vulnerable women and girls in Sub-Saharan Africa.
  • Knowledge of positive youth development approaches.
  • Knowledge of child labor prevention and interventions, preferably in East and Southern Africa.
  • Experience working on USG projects.
  • Experience coordinating with government and private sector organizations in the context of business, commerce, and/or trade.
