Reports To: Director of Programmes
Responsible For: Direct line manage a 10 staff team: 2 senior project officers, project support officers, monitoring officers, and financial manager.
Liaises With: Internally- Director for Systems, Finance Comptroller, District Coordinators
Externally- Strong coordination with DMMU at National, Provincial and District levels, MCDMCH at all levels including joint field work at community level; WFP, UNICEF other stakeholders present in the areas of intervention or involved in cash transfer programmes. Save the Children being a partner to this intervention, they are involved in all aspect of the project.
Job Purpose: Overall responsibility for the 9-month Humanitarian Cash Transfers project, from inception to closure.
The project will be implemented a Concern-led consortium with Save the Children as a partner. Concern will have overall responsibility for the project implementation and will more specifically take the lead on the targeting and beneficiaries selection, support to the market and monitoring, learning and advocacy. Save the Children will manage the cash transfer component.
Main Duties & Responsibilities:
General Responsibilities and Programme Implementation:
· Plan and manage all the human, material and financial resources necessary to the implementation of the project
· Design a monitoring and evaluation framework for the impact evaluation of the intervention. Ensure a monitoring system is in place during the inception phase and that relevant information is collected from the registration stage and throughout the project duration. Learning and evaluation are essential to the success of this project.
· Oversee timely implementation of all the planned activities and directly manage the activities assigned to Concern Worldwide
· Coordinate with Save the Children for timely and smooth implementation of the project
· Coordinate with DMMU, MCDMCH, WFP and UNICEF to ensure that the project complements the Governement SCT programme and that work at community level is done jointly with the Community Welfare Committees.
· Ensure compliance with Concern Worldwide and DfID policies and procedures which includes reporting requirements
· Communicate with DfID as necessary to ensure project progress, learning and possibly challenges are shared
· To promote Equality, especially gender, within the organisation and across all programmes, in line with Concern’s Equality Policy and practices of targeting marginalised and most vulnerable groups, by analysing, planning and following up on relevant interventions, on a regular and systematic basis.
· To promote accountability and ensure compliance with the requirements of Concern’s Programme Participants Protection Policy, Anti-Fraud Policy and Humanitarian Accountability Partnership (HAP) standards including the complaint and response mechanism (CRM) to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
· To promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated and consistently presented and that we are looked to as a professional organisation, guided by organisational policies and Concern’s Code of Conduct.
Representation and Networking
· Work hand in hand with Save the Children, DMMU, MCDMCH, WFP and UNICEF for the direct project implementation
· Represent Concern Zambia inter-agency, and coordination meetings pertaining to the Humanitarian Cash Transfer project at Provincial, District and National level
Systems and Support functions
· Work with relevant support functions to ensure all support activities including logistics, IT, finance and HR (see details re Finance and HR below) are carried out in accordance with the relevant Concern Worldwide policies and procedures.
· Identify needs and organize relevant training to meet identified needs in collaboration with the Technical Coordinators
· Monitor and report on the security status in the programme area to the Director of Systems (DS)
· Ensure the implementation of Concern Zambia’s security management plan and identify security training needs as they arise
· Ensure that security protocols are adhered to by both expatriate and national staff
Financial Management
· Manage the day-to-day cash requirements of the project
· Adhere to controls in place to safeguard the programme bank accounts and cash reserves
· Track and manage all finances allocated to the project
· Plan and prepare budget revisions for the project
· On a monthly basis, monitor under and over spending in the budget
· Report any suspected and actual financial irregularities or other fraud that has occurred
· Manage HR issues at local level and seek advice from the HR department when necessary
· Assist with the recruitment of local staff
· Be responsible for staff development, coaching and mentoring to enhance the capacity of staff
· Set goals and objectives for direct reports
· As appropriate and using the Concern staff manual, manage all disciplinary and grievance issues in the project and seek assistance from the HR department if necessary
· Plan staff leave to suit project and staff members
· Identify needs and organise relevant training to meet identified needs in collaboration with the DP/DS/HR
· Ensure Concern policies and guidelines are adhered to by staff and local partners e.g. P4
Working targets for the period:
Efficient and timely implementation of the Humanitarian Cash Transfer project.

Person Specifications:
Education & Qualifications Required:
Essential: Masters in Humanitarian, Development or other related field of study
Desirable: M&E qualification
Experience Required:
• At least 4 years of overseas experience in development fields at Programme Coordinator/ Management level
• Strong experience in Monitoring, evaluation and learning with proficiency in Digital data gathering and SPSS
• Strong leadership and Person management skills
• Proven experience in Monitoring and Evaluation techniques
• Strong understanding of market mechanisms
• Experience in cash transfer and market-based relief interventions
• Strong financial management skills with experience of managing substantial budgets
• Experience in managing DfID grants and in complying with their policies and requirements
