Finance Assistant – Vacancy Announcement
Project background
The purpose of the Zambia Strengthening Educational Performance Up (STEP-Up Zambia) project is to assist the Zambian Ministry of General Education (MOGE) to undertake education management reforms to improve learner performance. This scope of work (SOW) defines technical services to be obtained in support of achieving the following USAID results; Development Objective-Human Capital Improved, Intermediate Result – Education Achievement in Reading and Math Improved by 2016, and Sub-intermediate Results:
  • (SIR1) MOGE Systems Strengthened
  • (SIR2) Public and Community School Performance Improved
  • (SIR3) Increased Equitable Access to Education
  • (SIR4) HIV/AIDS Impact on the Education Sector Mitigated
STEP-Up Zambia focuses on the effective use of existing MOGE capacity and the promotion of systems integration to further enhance educational performance in the above Sub-intermediate Results areas in the following five STEP-Up Zambia task areas:
1) Integrate and Strengthen Systems for Improved Decision-making
2) Promote equity as a central theme in policy development and education management reform
3) Institutionalize MOGE’s management of HIV/AIDS workplace programs
4) Strengthen decentralization for Improved Learner Performance
5) Engage Zambian institutions of higher education in MOGE policy research and analysis
Position Description
The Finance Assistant will be responsible for all principal duties and responsibilities listed below.  This position is a fixed term position up to December 2016 and based in Lusaka, Zambia.
Principal Duties and Responsibilities
  • Receive and manage receipts from vendors to ensure timely payment by the Project
  • Prepare documentation for  all payment transactions while ensuring that appropriate documentation and approvals are obtained
  • Prepare coding sheets
  • And attach all supporting documents for posting to ABACUS
  • Enter transactions in accounting software (ABACUS)
  • Maintain the Project’s accounting files system.  Make sure that all vouchers are in order, completed properly and have bank slips/copy of checks attached
  • Maintain the tax field for the Project, recorded and paid in timely manner
  • Prepare Bank reconciliations for all Project bank accounts
  • Undertake banking activities on behalf of the Project as bank agent
  • Assist the Finance & Operations Manager (FOM) to prepare the payroll for all local staff based in Zambia
  • Reconcile staff travel advances and staff expenses reports ready for review by the FOM
  • Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary
  • Comply with all STEP-Up Zambia Project policies and procedures as noted in the Policies and Procedures Manual
  • Perform other general financial and administrative duties as needed as may be assigned by the FOM
Related Requirements:

  • Ability to prioritize work assignments; capable of making decisions which will foster timely work completion.
  • Excellent and demonstrated organizational skills, attention to detail.
  • Ability to perform well with minimal supervision.
Preferred Education, Qualifications and/or Equivalent Experience:
  • Part II ACCA or CIMA qualification or degree in business accounting or related field;.
  • Full Member of the Zambia Institute of Chartered Accountants (ZICA)
  • Minimum of 5 years’ experience in accounting and financial management.
  • Advanced computer skills, with practical knowledge in spreadsheets and accounting software like ABACUS
  • Demonstrated knowledge of USAID financial and management systems, regulations and reporting standards preferred.
  • Strong interpersonal and communication skills.
  • Previous supervisory experience preferred.
The Finance and Operations Manager will work under the supervision of the STEP-Up Finance and Operations Manager.
