Monitoring & Evaluation (M&E) Officer, EMPOWER, Zambia

The Monitoring & Evaluation Officer will contribute their expertise to the overall goals of Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women (EMPOWER) program that will reduce child labor in target rural areas in Zambia. The M&E Officer will be responsible for collecting, analyzing, organizing, and interpreting project data. S/he will work with key stakeholders in developing, strengthening and implementing monitoring, evaluation, analyzing, and learning (MEAL) systems to track program progress and impact. The M&E Officer will collect learnings from assessments which will be used by the Chief of Party in decision making.
Essential Duties, Responsibilities and Impact
  • Design and implementation of the program’s M&E framework.
  • Manage the M&E framework and data collection systems.
  • Rollout data collection tools, program assessments, and study protocols as necessary.
  • Set up and maintain a quality data system.
  • Promote learning and knowledge sharing of best practices.
  • Assist in the design and execution of project assessments and evaluations.
  • Participate in forums to disseminate best practices and lessons learned.
  • Collaborate with government officials to improve data collection systems and data usage.
  • Will manage an M&E team which will include building their capacity in M&E.
Required Background and Experience, Skills and Behaviors
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout.
  • A Bachelors or Master’s degree in statistics, demographics, public policy, international development, economics, or a related field.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/ performance monitoring plans.
  • Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys.
  • Experience in writing terms of reference, reviewing and commenting on sampling and technical survey design.
  • Experience in developing questionnaires, reviewing training manuals and survey field protocols, overseeing training and management of enumerators, providing oversight to survey field work, and providing oversight on data quality checks and preparation of data sets.
  • Experience facilitating and serving as a project liaison for externally-managed qualitative evaluations.
  • Knowledge and understanding of impact evaluations and ability to serve as a project liaison for an impact evaluation.
  • Fluency in English is required. Knowledge in one or more of Zambia’s major languages (Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga) is recommended.
