Summary of Position:
Counterpart International is currently seeking a Project Director for the anticipated 4-year EMPOWER: Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women in Zambia program under the Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL). The goal of the program is to reduce the prevalence of adolescent girls engaged in child labor in targeted rural areas in Zambia by increasing access to acceptable work, quality training, educational and vocational opportunities. The program will also collaborate with Government and private sector stakeholders to promote acceptable work for target populations and will raise public awareness around the issues of gender inequality and child labor. The Project Director will be responsible for the overall technical direction and management of program implementation and staff. S/he will also be the liaison with the DOL and Counterpart headquarters and represent the program to government, private sector partners, and relevant donor organizations. The ideal candidate will have a successful track record of successful project management for programs of comparable size and knowledge of child labor issues in Zambia. This is a full/part time position based in Lusaka, Zambia. This position will report to the Regional Director, Africa Programs.

Duties and Responsibilities:
  • Provide vision, leadership, strategic management, and oversight of child labor prevention program.
  • Contribute to the development of policy and skills training activities.
  • Manage the field staff in accordance with Counterpart and donor policies, procedures, and requirements.
  • Mentor and provide support for the professional development of project staff.
  • Oversee all administrative, contracting, hiring, recruitment, financial, and logistical aspects of the program.
  • Coordinate activities between the field and Counterpart headquarters.
  • Ensure the highest quality of project monitoring, evaluation, reporting, and communications.
  • Assume financial accountability and ensure successful implementation of the program.
  • Ensure compliance with Counterpart and DOL rules and regulations, particularly with respect to financial management.
  • Serve as primary liaison to DOL, local and national government authorities, local organizations, and private sector.
  • A university degree in a relevant field.
  • Minimum of five years’ experience in project management, supervision, administration, and implementation of cooperative agreements and/or contracts (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports), preferably in Zambia.
  • Experience establishing and maintaining systems for projects operations.
  • Ability to maintain working relationships with all project stakeholders, including public, private, and civil society partners and effectively build partnerships among them.
  • Experience in a leadership role in implementing projects relevant to child labor, gender equality, youth development, or economic growth.
  • Proven success in facilitating meetings among a wide range of stakeholders, with the ability to align numerous sets of interests, identify common goals, develop agreed-upon next steps and deliverables, define and identify roles and responsibilities, and hold stakeholders accountable.
  • Fluent in English.
  • Master's degree in a relevant field
  • Experience in, knowledge of, child rights, child labor issues, and Zambian laws and international conventions governing children’s issues.
  • Experience in business development, policy development and/or skills training development.
  • Strong knowledge in gender equity and empowerment and/or experience working with vulnerable women and girls in Sub-Saharan Africa.
  • Knowledge of positive youth development approaches.
  • Experience implementing USG funded development programs.
  • Knowledge of at least one of Zambia’s major languages: (Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga).
