The purpose of the consultancy is to conduct a study on the mind of perpetrator to examine why people commit gender based violence crime. This is very important in the ongoing debate of how GBV offences should be handled and prevented.
The causes of crime are complex. Most people today accept that poverty, parental neglect, low self-esteem, alcohol and drug abuse are all connected in explaining why people commit crimes. Some people are simply at greater risk of becoming offenders because of the circumstances into which they are born. In some instances, society tendsto focus on individual weakness or lack of ‘values’ as the reason why people commit crimes. Ultimately if someone chooses to commit a crime, that is their responsibility. If caught, the individual should pay the consequences. Individualists feel that society needs clearer rules and strong punishments to minimise criminal behaviour. If punishments were stronger and the police and the courts had more powers, there would be less crime.
The study will seek to assess the reasons for the commission of gender based violence offences.  The study will provide information about the attitude and behaviour of GBV perpetrators that have contributed to the increase in the prevalence levels of GBV cases.
The study should be conducted in July – September, 2016.
Location of study
The study will be conducted in five Provinces; Eastern (Chipata), Western (Mongu), Lusaka, Central (Kabwe) and Copperbelt (Kitwe).
1. Methodology and Technical Approach
A detailed work plan with time frame will be developed by the consultant individual or organization and agreed with WLSA.
2. Activities and Tasks
  • Design of the questionnaire for the study based on technical expertise of the consultant organization and in harmony with instructions from WLSA.
  • Data collection for the study in 5 districts
  • Data analysis for the study
  • Making a power point presentation on the key findings of the survey
  • Revision and preparation of draft report
  • Writing of final report on the results of the study
3. Deliverables
The consultant will deliver the following:
  • Inception report showing methodology and approach of the study. The inception report should also include a work plan, full budget and data collection tools.
  • To submit a concise and well written analytical report on the results of the study in the 5 districts.
  • Preparation of first progress report and presentation of report to WLSA and other stakeholders for validation.
  • The final report on the results of the study to be submitted to WLSA exactly 5 weeks after commencing the field work.
4. Timeframe
The study will be conducted and completed in a period of 6 weeks from initial signing of contract with WLSA; this includes the data collection (field work) and writing of final report and presentation of research findings to WLSA.
5. Management and Organisation
The consultant will be supervised by WLSA.
6. Qualifications of lead consultant(s)
  • Master’s degree in law, human rights, sociology or any social sciences.
  • Proven experience in data collection, analysis and reporting for similar studys.
  • Previous experience in undertaking a study on gender, GBV, violence against women and children or related topics is considered an advantage.
  • Previous experience in undertaking any other type of study.
7. Budget and Remuneration
This shall be provided in the inception report by the consultant(s).
8. Consultancy fee
Proposals are invited based on these Terms of Reference.
9. Payment schedule
The payments will be made upon successful completion of the deliverables and submission of invoices. The payments will be as follows: 30% will be paid upon signing the contract, 40% upon production of preliminary report and the last 30% upon completion of final report after making necessary amendments.
10. Recourse
WLSA reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
11. Required
The consultant(s) shall be required to send detailed Inception report, a CV, sample of at least one previous study conducted, 2 traceable references and copies certificates by 15th July, 2016.
