In 2010 the United Nations Development Program (UNDP) became the interim Principle Recipient (PR) of Global Fund grants in Zambia with a mandate to support grant implementation and support the strengthening of Ministry of Health (MOH) capacities and systems to resume the PR role for future grants. In 2010 UNDP established a Programme Management Unit (PMU) with the responsibility of planning, implementing and evaluating Global Fund grants. This role was accompanied by the implementation of a Capacity Development and Transitional Action Plan (CDTP). In addition to the UNDP PMU another PMU was established within the Zambian Ministry of Health (MOH) as a means of supporting project implementation through working in partnership and capacity strengthening.
In late 2014 the Zambia Country Coordination Mechanism (CCM) submitted a Concept Note for Global Fund grants (HIV/TB and Malaria) under the New Funding Model (NFM). MOH was nominated and approved as PR and the implementation of the grants began in January 2015.
Between January 2016 – December 2017, UNDP PMU will finalize the closure of its last GF grant (SSF grant) and will continue working in partnership to support MOH in its new role of PR. In January 2016 UNDP PMU transferred all programmatic activities of the SSF grant to MOH. The budget and financial management functions of the SSF grant will remain with UNDP PMU and MOH will no longer be a SR under UNDP.
In addition to closing the SSF grant UNDP PMU will lead the construction and building of the MSL Warehouse Extension – Phase 1. UNDP will also support MOH with the finalization and implementation of the Phase 2 Capacity Development and Transition Action Plan including capacity strengthening activities for the 10 Provincial Medical Offices (PMOs) nominated as GF grant sub-recipients (SRs) under the NFM grants managed by MOH.
Under the overall guidance and supervision of the Project Manager, the Senior Health Systems Strengthening Advisor will support the MoH PMU to accelerate the program implementation and increase NFM grant absorption capacity. The Senior Health Systems Strengthening Advisor will also provide senior level programmatic support in the closing of the SSF grant. Additionally, he/she will provide strategic advice and guidance in the area of Health Systems Strengthening including but not limited to strengthening operational processes and supporting efforts towards sustainable health financing.
Duties and Responsibilities
Provide senior level strategic and programmatic support to the MoH PMU;
Liaise with relevant senior MoH PMU and planning personnel to explore, support and evaluate health systems strengthening initiatives;
Support MoH PMU and UNDP PMU to align programmatic delivery of SSF and NFM grants to achieve national targets;
Regularly track the performance of key health indicators, proactively identifying potential barriers to performance, and advise solutions to accelerate and improve performance;
Oversee the strategic planning and implementation of the Phase 2 Capacity Development Plan;
Provide strategic leadership and guidance to the MoH and MoH PMU in the area of sustainable health finance;
Identify interventions to maximize impact, and effectively support the Global Fund program priorities.
Identify and develop initiatives, partnerships, and/or activities that support innovations.
Keep abreast of major developments in global health trends and financial landscape, regional health initiatives, including programming, service delivery approaches, and demand-side creation both internal and external to UNDP Zambia
Work with MoH PMU to document and disseminate lessons learned and promote new advances both internally and to external audiences, including participating in and presenting at international and domestic meetings, workshops, and conferences
Actively engage in the management of the UNDP and MoH grant portfolio, providing strategic and technical guidance
Play an active role in support of the MoH PMU functional units to draft key Projects documents, and helping addressing technical responses to the Global Fund.
Prepare quarterly and annual reports, project plans and templates as needed.

Required Skills and Experience
Master’s Degree in Business Administration, Economics, Public Administration, Public Health; or
Degree in medical sciences or project management.
10years experience in project management/ public health in a developing country;
Experience in planning, programming, monitoring and evaluation of projects
Experience of GFTAM Grant Management
Experience in building and management of partnership: MoH, HIV and donors
Fluency in English with good verbal and written skills.
