2. Context:
In the context of the implementation and operationalization of the "Regional programme on geothermal energy" in the country of the system of the great African Rift (ears) and eligible regions, the department of infrastructure and energy (FDI) Plans to carry out the activities in the following areas:
A. Awareness: (I) to create awareness-raising programmes on geothermal energy;
Preparation and harmonization of policies and involvement of the private sector: to promote and facilitate the implementation of the policies and institutional framework and rules in view of the growth and strengthening of private investment;
C Mobilization of funds: (I) to mobilize private equity fund [example: Mitigation geothermal risks (Grmf), geothermal concessions, tariffs, purchase agreement (PPA) Energy, tax relief, etc.] ; and (II) create a financial instrument to support the promotion and the development of geothermal projects;
D. Capacity Building: (I) to assess the partners in capacity-building and put in place mechanisms for the employees; (II) create a mechanism for transverse learning and the synergy in the region;
E. Funds for the reduction of geothermal risks: Manage, administer, control and evaluate the implementation of the grmf.
3. Main functions and responsibilities:
Under the supervision of the chief of the procurement division, of travel and the shops, the director of the administration and management of human resources, the procurement officer will exert the main following functions to support the implementation of the project grmf:
A. Provide support services to the procurement of 1St, 2ND AND 3rd levels for the project grmf in the phases of preselection, request and contracts;
B. Contribute to the preparation of documents grmf project such as the request for proposals, the guidelines for applicants, grant contracts, etc. ;
C. Coordinate the receipt of applications and participate in the evaluation of these in collaboration with the technical assistants, the procurement unit and the department of legal affairs of the commission of the au;
D. Participate, at the request of the gmrf, the follow-up missions and evaluation activities relating to the functions of purchase from level 3 of the management of purchases;
E. Identify the issues in need of legal advice, financial and purchases, and ensure the affair with the offices of the commission of the au concerned to find solutions;
F. Ensure the liaison with the different actors and stakeholders of the programme, including donors to ensure a clear transmission of information and a smooth implementation of the programme;
G. The Follow-up activities to carry out such as the reports, the payments, the activities of monitoring and evaluation, the meetings as well as all questions of order financial and logistics to ensure the realization timely reports, activities and payments;
H. Encourage proactively the divisions concerned of the commission of the au to act quickly by taking the necessary steps and respecting the time limits set to ensure the success of the project grmf;
I. Ensure respect for the rules of financial management and purchasing applicable to all activities related to the grmf;
J. Review and monitor the payments made to developers and entrepreneurs contractors.
4. Academic qualifications and professional experience:
The candidate must:
A. Be the holder of a masters in purchase, logistics, management or in a related field. Belonging to a specialized professional body such as cips (approved British Institute of purchasing and deliveries) would be an asset;
B. Have experience in large projects which require an ability to work under pressure and that require coordination of different stakeholders;
C. Have some knowledge in the following fields: Legal Management, contract management, monitoring and evaluation, administrative management, project management and accounting;
D. Having at least eight years of experience in one or more of the above-mentioned areas;
E. Having excellent communication skills, including excellent skills in terms of writing and reporting;
F. Have excellent skills to work in a multicultural environment, to express a critical analysis on the work and to make its own judgment;
G. Master one of the working languages of the African Union. Mastery of French and English would be an asset.
5. other knowledge and skills required:
• Excellent skills in the field of interpersonal relationships and teamwork; excellent ability to organize and to motivate others and to work in a multicultural environment;
• Excellent capabilities of writing and reporting;
• Ability to work under pressure;
• Proven skills in the field of communication and negotiation;
• Experience in autonomous work and teamwork; experience to work in a collaborative environment;
• Mastery of the computing tool, experience in the field of computerized accounting systems (preferably sap), and experience to use the standard spreadsheet and the programs of database.
6. Knowledge of languages:
He needs to master one of the working languages of the African Union. The knowledge of one or several other working languages would be an asset.
7. Contract Duration:
The commitment to this post is made on the basis of a fixed-term contract for an initial period of one year, of which the first three months will be considered as a probationary period. Subsequently, the contract is renewable every year, subject to satisfactory results and the availability of funds.
8. Remuneration:
The wages corresponding to this function (P 3 Scale 5) is an annual lump sum amount of 83 $ 070,00 had, all benefits included in accordance with the regulations governing the international staff of the commission, and 71 $ 466,41 had, all benefits included in accordance with the regulations governing the local officials of the commission.
