Department: Administration and management of human resources
2. Main functions and responsibilities:
Under the supervision of the chief of the procurement division, of travel and the shops, the director of the administration and management of human resources, the procurement officer will exert the main following functions to support the implementation of the project grmf:
A. Implement the conclusions of the commission of the markets, in accordance with the procedures governing the purchases of the African Union;
B. The Follow-up of carrying out the tasks assigned by the commission of the markets in the sub-committees such as the commission of local tendering, Evaluation Committee, the committee of openness and the committee of inspection;
C. Take the account and keep the records of the meetings of the commission of the markets;
D. The Follow-up of the implementation of the decisions taken by the commission of the markets;
E. Be responsible for all matters relating to the commission of markets and develop a system of archiving of documents of submission and other documents of the commission of the markets;
F. Prepare the documents of tender in conjunction with the heads of department in accordance with the regulations of the commission of the au and the standards and procedures; internationally recognized
G. Prepare the quote requests of tender not requiring the usual process based on the tender;
H. Produce Periodic States on the work of the commission of the markets as regards the contracts established and purchases approved;
I. Make a regular update of the database of suppliers (contractors);
J. Perform any other task or responsibility that could entrusted to him by the chief of the procurement division and travel.
3. Academic qualifications and professional experience:
The candidate must:
A. Be the holder of a masters in purchase, logistics, management or in a related field. Belonging to a specialized professional body such as cips (approved British Institute of purchasing and deliveries) would be an asset;
B. Have experience in large projects which require an ability to work under pressure and that require coordination of different stakeholders;
C. Have some knowledge in the following fields: Legal Management, contract management, monitoring and evaluation, administrative management and project management;
D. Having at least eight years of experience in one or more of the above-mentioned areas;
E. Having excellent communication skills, including excellent skills in terms of writing and reporting;
F. Have excellent skills to work in a multicultural environment, to express a critical analysis on the work and to make its own judgment;
G. Master one of the working languages of the African Union. Mastery of French and English would be an asset.

• Excellent skills in the field of interpersonal relationships and teamwork; excellent ability to organize and to motivate others and to work in a multicultural environment;
• Excellent capabilities of writing and reporting;
• Ability to work under pressure;
• Proven skills in the field of communication and negotiation;
• Experience in autonomous work and teamwork; experience to work in a collaborative environment;
• Mastery of the computing tool, experience in the field of computerized accounting systems (preferably sap), and experience to use the standard spreadsheet and the programs of database.
5. Knowledge of languages:
He needs to master one of the working languages of the African Union. The knowledge of one or several other working languages would be an asset.
6. Contract Duration:
The commitment to this post is made on the basis of a fixed-term contract for an initial period of one year, of which the first three months will be considered as a probationary period. Subsequently, the contract is renewable every year, subject to satisfactory results and the availability of funds.
The wages corresponding to this function (P 3 Scale 5) is an annual lump sum amount of 83 $ 070,00 had, all benefits included in accordance with the regulations governing the international staff of the commission, and 71 $ 466,41 had, all benefits included in accordance with the regulations governing the local officials of the commission.
