Catholic Relief Services (CRS) is a humanitarian agency that provides relief and development to people in more than 100 countries and territories around the world.  CRS works through an extensive network of partners around the globe, providing assistance in the fields of health and HIV/AIDS, peace and justice, education, agriculture, microfinance and emergency response.
The CRS Zambia country program was established in 2000, and administers a varied and diversified portfolio of food security, economic growth and livelihoods, health systems strengthening, orphans and vulnerable children (OVC) research and HIV and AIDS programs. CRS works primarily through local church partners, but also counts hospices, hospitals and community-based organizations among its partners. The country program now implements a number of large and consortium-managed projects in all areas of the country, implemented by over 40 local partner organizations.
Major Responsibilities
The Senior Project Accountant for Mawa Project is responsible for financial accounting of donor or private resources under the project. The Senior Project Account will work with the Deputy Chief of Party to ensure prudent financial management, aligned to project work plans, while ensuring integrity and accuracy of financial reports submitted to USAID Zambia. The Senior Project Accountant will be accountable for adherence with USAID regulations and CRS financial policies and procedures. The position will work closely with the Mawa Deputy Chief of Party Operational Excellence and other management and technical staff to support development and management of international and local partner budgets. The position is based in Chipata and reports directly to the Deputy Chief of Party of Mawa Project.
1. Develop monthly financial reports to analyze project burn-rate against approved budgets and work with project management to resolve under- and over-expenditure; as part of financial analysis, monitor impact of exchange gains and losses on project budget.
2. Review sub-recipient financial reports against approved budgets and, in collaboration with CRS Finance, support timely liquidation and processing of partner advances in support of project activities.
3. Prepare cash forecasts based on work plans and in coordination with sub-recipients, management and technical staff, while also preparing project budget into information required to prepare the annual program plan (APP). Includes regular updates in eBudget.
4. Ensure compliance with agency-wide and country-specific financial policies and procedures and donor rules and regulations to mitigate risks.
5. Support development sub-recipient modifications to ensure consistent cash flow to sub-recipients and ensure sub-recipient modifications receive required approvals according to agency policy.
6. Participate in financial review meetings with project management team, providing careful analysis of expenditure to inform management decisions.
7. Lead sub-recipient financial management assessments and monitoring visits for project sub-recipients with support from CRS Finance. Based on results of such assessments, as well as direct observation, actively support partners in building financial capacity for specific identified needs.
8. Support country and project management in addressing and resolving issues identified in internal and external audits for both CRS and local partners. Proactively track progress related to closure of audit issues specific to the project.
9. Carry out responsibilities in accordance General Accounting and Audit Principles (GAAP), while supporting local partners to meet the same standards.
10. Support management of Chipata-based bank account to support financial management of project resources; type of support to be determined.
11. Serve as primary liaison between project and CRS Finance on any financial issues that require resolution.

  • Strong communication and analytical abilities.
  • Computer literate in MS Office, internet and email; familiarity with accounting packages, including Vision and Sun preferred.
  • Willingness to travel between Chipata and Lusaka up to 15%
