Employment at World Food Programme Zambia

WFP has been in Zambia since 1967 and is committed to providing food assistance to more than 1,000,000 people in Zambia in 2016. WFP programme activities in Zambia operate within the framework of a Country Programme (CP), running from January 2016 to December 2020. This CP has three components: i) home-grown school feeding; ii) nutrition; and iii) resilience-building. WFP will provide technical assistance for each of these components that will focus on the implementation of long-term programmes such as social protection, nutrition governance for nutrition-sensitive programming and building disaster resilience. These areas are in line with the Government’s agenda to reduce poverty and malnutrition.
To strengthen food and nutrition security, WFP aims to develop synergies across its activities and between national initiatives in agriculture, market access, education, nutrition, resilience building and social protection. By doing this, as well as assisting the most vulnerable, WFP is committed to helping the Government create an environment conducive to the sustainable development of all Zambians.
The World Food Programme in conjunction with the Ministry of Community Development and Social Welfare seeks to recruit a qualified, self-motivated and experienced professional to fill the following position:
Project Officer – Social Cash Transfer (SCT) – Lusaka Zambia
Background Information:
The government of Zambia has been running the Social Cash Transfer since 2003. The programme has experienced a great deal of change since its inception in 2003, as well as a great deal of support from Cooperating Partners. Part of this support has been directed towards the following program areas:
  • Establishing an efficient and effective mobile-based platform for the registration of potential beneficiaries.
  • The establishment of an effective, efficient and secure payment system through the procurement of a financial service provider to administer payments on behalf of the Ministry.
  • Support to government on rapid roll-out of the Social Cash Transfer, especially with regards to scale-up in drought affected districts.
Overall and specific objectives:
The overall objective of this position is to provide technical support to the Government through the Ministry of Community Development and Social Welfare, particularly to the Social Cash Transfer.
The placement is to facilitate technical support to these three main focus areas:
i)  The Ministry of Community Development and Social Welfare (MCDSW) will be rolling out a financial service solution for the payment of beneficiaries under the Social Cash Transfer Scheme. This solution is to be provided by one of the financial services providers in Zambia. The implementation of this solution is to gradually progress over a course of three years.
ii) MCDSW will also be implementing a pilot of a mobile-based technology solution for the registration of potential social cash transfer beneficiaries. This is the second phase of a pilot project that began in 2014 between MCDSW and the World Food Programme (WFP). While the first phase of the pilot saw some successes, it also revealed a number of challenges that MCDSW and WFP would like to address in this second phase of the pilot.
iii) In response to the effects of El-Nino in Zambia, the Ministry is likely to also scale up the Social Cash Transfer in the worst affected districts, which number 38 in total.
Scope and General Tasks
The candidate recruited for this engagement will be responsible for supporting MCDSW and WFP in executing a successful implementation of programmes under the focus areas stipulate above. Specific work streams may include:
Providing programme support as MCDSW rolls out Social Cash Transfer to new districts. This includes support to the following processes:
  • Training
  • Beneficiary registration
  • Any other duties as mandated by the supervisors of the Social Cash Transfer Unit
Providing support on incorporation of data on payments made through Payment Service Provider (PSP) into Ministry’s Management Information System (MIS).
Providing technical support and MCDSW back-stopping to roll-out of PSP solution. This work stream may include monitoring the following key elements:
  • Complaint resolution and feedback mechanism.
  • Training of SCT beneficiaries.
  • Evaluation of Year 1 implementation of PSP roll-out.
Providing oversight on the contracting of an ICT provider to build a mobile-based platform for the registration of potential SCT beneficiaries.
  • Overseeing the building on a mobile-based platform for potential beneficiary registration.
  • Management of roll-out of mobile technology tool for the registration of potential beneficiaries.
  • Providing oversight on the integration of data collected through the mobile-based platform and the Ministry’s MIS.
  • Backstopping on issues that arise during roll-out of mobile-technology solution for the registration of potential beneficiaries.
The selected candidate will report to the Principal Officer under the Social Cash Transfer Unit.
