GIS ANALYST

I. Core Functions
WWF Zambia Zambezi Freshwater Program is seeking to employ a Freshwater GIS Analyst for its office in Lusaka. This is a two-year term position that will have the opportunity to support innovative freshwater conservation initiatives along the entire Zambezi basin, with a focus on environmental flows and hydrological modelling, and freshwater monitoring of critical areas of this region. This position will be responsible for designing and conducting analyses that help inform the freshwater team’s efforts to prioritize, design, and implement a variety of freshwater initiatives, as well as monitor their impact. The GIS Analyst will also support participatory stakeholder decision-making processes (e.g. water allocation and catchment planning) by enhancing them with spatially rich information as well as help increase the scientific rigor of catchment monitoring by providing support with study design, data collection, management, and analysis. The GIS Analyst will perform fieldwork, as necessary, to collect critical information and ground-truth results from desktop analysis.
The GIS Analyst will also play a critical role in spatial data management for the programme. The incumbent will design, develop, and maintain the programme’s GIS database and its tools and provide up-to-date GIS products as and when required. Additionally, this position will help develop GIS capacities among program staff and sensitize stakeholders through GIS-based applications. This includes collecting, processing, securing and visualizing information on the location and distribution of critical freshwater areas in the basin. In this sense, the GIS Analyst will take the lead on partnering with other NGOs in finding synergies on GIS related matters so that joint efforts are
enhanced.
The incumbent will operate under the supervision of the Senior Hydrologist. He/she will have delegated duties for planning, reporting, budgeting, implementing, monitoring, evaluation and providing logistics support of program activities.
II. Major Duties and Responsibilities
Data Collection, Analysis, Application and Communication of Results (60%)
a. Develops GIS and hydrologic modelling tools for conservation analyses, such as e-flows analysis and impact simulation
b. Research, consolidate and format best available GIS and remote sensing information relating to freshwater resource assessments, monitoring, and project implementation
c. Resolve data disparities and processes to generate credible results
d. Work in close collaboration with the program staff to ensure data on monitoring indicators is collected in a relevant spatial manner
e. Conduct field visits that include ecosystem assessment and monitoring;
f. Develop and maintain relationships with key stakeholders to ensure adequate project implementation; Communicate and discuss results with stakeholders not familiar with GIS
Data Management (20%)
a. Design, develop, update and maintain a GIS database and related tools;
b. Continuously gather, update and improve metadata;
c. Complete a gap analysis of existing GIS and database management capacity;
g. Advise on appropriate hardware and software to store, share and analyse spatial data;
d. Develop protocols for assessing and sharing this data bank;
e. Collaborate with IT and WWF Globil to assure databases are accessible and synchronized
Capacity Building (10%)
a. Assess GIS capacity required by staff, determine gaps and provide training;
b. Recommend protocols for data collection, analysis, and storage, and train staff accordingly;
Communications, Fundraising, Reporting and Planning Support (10%)
a. Enhance freshwater communication campaigns through provision of spatial products
b. Support development, design and submission of fundraising proposals;
c. Contribute to formulation of workplans, progress reports and program activities;
d. Support other ZCO programmes to setup and manage GIS databases and provide relevant spatial products;
e. Undertake any other activities, as required, for effective programme implementation
III. Profile
Minimum Qualifications and Experience
a. Bachelors degree in nature conservation, environmental management, geography, hydrology or engineering, with a strong understanding of environmental processes
b. At least 3 years experience with GIS analysis and database setup and management
Preferred Qualifications and Experience
a. Masters degree in hydrology or engineering, with a strong understanding of environmental processes
b. A specific qualification in GIS and remote sensing analysis
c. At least 2 years experience performing GIS analyses related to environmental issues and using Spatial Analyst (or QGIS equivalent) or equivalent combination of experience and qualifications.
d. Knowledge of GIS web-mapping applications (ESRI ArcGIS Online, qgis2map) is an asset
e. Knowledge of ArcGIS Model Builder, and preferably Python (and ArcPy) (or alternatively R and GDAL packages) is an asset.
f. General knowledge of modern IT infrastructures (Cloud Computing, Web Services) is an asset.
g. Practical understanding of remote-sensing techniques (e.g. ERDAS Imaging, ENVI, ArcGIS)
h. Strong interest in developing spatial models to assess ecosystem services and impacts
i. Experience with ecological monitoring projects is an advantage
j. Demonstrated project management experience and the ability to work independently and/or with minimal supervision.

g. Clean driver’s license
IV. Working Relationships
a. Internal: Interacts regularly with staff within WWF Zambia and the wider WWF Network
b. External: Interacts with government departments, research centers, universities and others
