Expanded Church Response (ECR) is a faith-based organization implementing OVC, GBV, HIV/AIDS, and other programs to mitigate human suffering and bring transformational development.
ECR has implemented programs funded by USAID, European Union, UNICEF, and Global Fund either directly or through a range of highly regarded local and international organizations. Working with partners like these, the private sector, and government, we are seeing communities awakened to new ways to improve quality of life for the most vulnerable, and rise up to be the key to their own transformation.
The M&E Officer is responsible for all monitoring, evaluation and reporting activities under the ZAMFAM Project. S(he) leads the development of and manages the M&E Plan. The M&E Officer develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. She/he conducts supportive supervisory visits to sub-grantees to observe, monitor, guide, and provide feedback on the use of data and indicators; analyze monthly data, and support training of Data Assistant personnel in quality assurance methods. The M&E Assistant will lead and oversee ZAMFAM M&E and the timely collection and reporting of indicators to M&E Specialist, and partners, to ensure the effective evaluation of program and will provide ECR with a well-defined strategic approach and appropriate mechanisms for M&E and establish M&E and management information systems as management tools to enable maximum achievement of the program’s objectives and tracking progress toward results. He/she will have overall technical responsibility for the project’s extensive internal evaluation effort, at both the impact and process levels, and work closely with the M&E Specialist and other project staff and partners in ensuring the achievement of overall Project goals and objectives. This function will involve the application of M&E frameworks, performance-based result and process indicators, measurement methods, and periodic reviews to identify factors that facilitate and impede the program’s and its partners’ progress.
The M&E Officer will serve as a Team Leader of the Data Assistant Technical Working Group, which will be comprised of ZAMFAM partners. The M&E Specialist will from time to time be part of these meetings.
1. Management of the Data Assistants team
  • Manage the Data Assistant Team (mainly M&E staff from partners organizations and field coordinators, Data Assistants), delineating their responsibilities by project specific in order to support programmatic activities of and ensure these are monitored and evaluated in a timely, efficient and effective matter
  • Identify the M&E training needs of the Data Assistant team and work with the team and other collaborators such as GRZ/partners to plan and implement training that meets these needs
  • Coordinate and provide refresher M&E training for program staff as needed
2.  System Development
  • Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities
  • Define and implement the key project performance indicators (KPI) as well as monitor them throughout the duration of the projects
  • Propose strategies to increase data use and demand amongst Program staff
  • Review the performance of existing management information systems to help identify potential modifications or resources.
3.  Data Management and Analysis
  • Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results
  • Suggest ways to facilitate data collection and the flow of data within Program field teams
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions
  • Perform field visits to ensure the quality of data collected and to verify the accuracy of reported data
  • Analyze changes and patterns in KPI indicator data and performance reports in order to make recommendations to Program staff
  • Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner
  • Implement and participate in program and project evaluations
4. Strengthening of the Program Monitoring System
  • Build on the existing monitoring systems established under the Data Rising project
  • Coordinate, and in collaboration with the M&E Specialist, the USG, Ministry of Community Development, Mother and Child health and other partners, M&E needs and use, and reporting into the National OVC Database
  • Facilitate the use of data at the local level to monitor the implementation of activities and their outputs through regionalization (in target districts) of the M&E to link monitoring and reporting with the national database and strengthen the overall data management system
  • Regularly disseminate results and provide feedback to staff, partners and commuties at the service delivery points.
5. Institutionalize documentation
  • In collaboration with the Communications Officer, External Relations Coordinator, other staff, and partners, document best practices, success stories, individual case studies, and capacity strengthening.
6. Using the data to Improvement of Program Quality
  • Participate in program meetings with key program staff from the organization, USAID, government and others to review the rate of implementation, identify programmatic challenges, review progress made against targets, and make any necessary adjustments to the schedule
  • Participate in the formal review and re-planning process as and when necessary
  • Participate in specifying indicators for which no targets have been set and for which baseline data is required will be further defined and baseline data will be collected, and comply with the project’s M&E Plan (and update this plan as necessary)
  • Contribute to the National M&E Technical Working Group through active participation and the provision of Technical Assistance.  Work closely with other key national, regional and international M&E partners including NAC, UNAIDS, and other.
7. Monitoring and Reporting
  • Lead and develop monitoring and reporting indicators in line with the project documents and in line with PEPFAR MER indicators
  • Build the capacity of the program team and partners in monitoring, reporting, data, data analysis as per requirements
  • Lead and oversee the development and support maintenance of the main database and other relevant databases
  • Ensure that monitoring and reporting systems, including fieldwork, collection of reports, and data entry are correctly implemented by staff and partners
  • Lead the compilation of quarterly, semi annual, annual and other reports
8. Evaluations and Research
  • Lead and participate in the management of evaluation projects, such as baseline and end line surveys, including designing, budgeting, planning for data collection, analysis and report writing
  • Lead research studies as and when required, including designing, budgeting, planning for data collection, analysis and reporting
9. Sharing and Learning, in collaboration with the Communications Officer and other key staff:
  • Stay up to date with current good practice and document them
  • Lead the development of Technical brief papers and case studies
  • Ensure timely documentation and dissemination of key findings from monitoring, evaluation, and research, specifically, presenting program results and impacts to appropriate national and international stakeholders, including government and other partners
  • Support program team to appropriately format and disseminate program results and impact to program stakeholders, including beneficiaries, at national and district levels
10. Program Strategy and Quality
  • Plan and manage regular program review workshops to ensure that evaluation and monitoring data informs program development
  • Ensure program contribute to national and international strategies, including OVC policies, Sustainable Development Goals
  • Conduct regular data quality assessments and improvements
  • Ensure programs reflect the operational standards, strategy, practices on ECR, in line with the project document quality and international and national good practices
11. Capacity Building
  • Design and implement appropriate training programs and support systems for staff and stakeholders in line with the project document
  1. Grade Twelve (12) Certificate
  2. Bachelor Degree in Development Studies / Demography
  3. Postgraduate Diploma in Project Management
  4. Certificate in M& E will be added advantage
  5. Six (6) years Experience in the same capacity at the busy environment
  6. Experience in Mac Book Office is the must.
  7. Age: Must be 25 years and above
  8. He/ She must be self-starter and mature
