The Maternal Health Programme Analyst ensures the effective management of UNFPA activities in the areas of Maternal Health. S/he contributes to programme formulation, implementation, evaluation, joint programming initiatives and national development frameworks.  S/he contributes to the achievement of programme results by ensuring appropriate policies and procedures are applied by the programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented  S/he supports the Women’s Reproductive health team in providing technical advice and support to the government and collaborates with the CO’s operations and administrative support staff. S/he also supports the country office in contributing to accelerating progress on the ICPDbeyond 2014 agenda and SDGs.
Organizational Setting
The job is located in the Zambia Country Office. Under the guidance of the Representative, Deputy Representative and Technical Specialist Family Planning and Maternal Health/Team lead of the Women’s Reproductive Health Cluster, the Programme Analyst for Maternal Health will report to the Programme Specialist Reproductive Health The programme analyst will also have working relations with the operations and programme staff members.
Main Tasks & Responsibilities
In collaboration with government, NGOs, professional associations and other partners, the Programme Analyst oversees the formulation and design of the country programme and its component in line with national priorities as articulated in the policies addressing Maternal and Newborn Health (MNH). This would include human resource for health, (midwifery workforce in particular), supply and demand side cost effective interventions, maternal death surveillance review, and other health systems strengthening related strategies that support MNH programmes, etc;
  • Oversees and provides technical support to government at national and sub-national levels in the implementation and monitoring of the Maternal and Newborn Health programmes within an integrated package of RMNCH programmes;
  • Reviews the political, social and economic environment relevant to the country context in MH, and pursues opportunities for UNFPA partnership and intervention. Assesses implications of new policy developments and strategies and provides advice in respect to SDGs targets and in line with the ICPD beyond 2014 commitments;
  • Oversees programme implementation in MNH, and collaboration on integration of SRH/HIV services to facilitate timely and efficient delivery of programme inputs, and addressing training needs of project personnel;
  • Oversees the implementation of MNH by collaborative partnerships, alliances and initiatives, to ensure the effective implementation of programmes; while also actively participates in coordination mechanisms on
  • Maternal and Newborn in order to advance UNFPA’s area of work;
  • Ensures the creation and documentation of knowledge about current and emerging, MNH issues, by the programme team through the analysis of programme strategies, approaches and on-going experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies;
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events;
  • Undertakes reporting for MNH global programme as required and contributes to UNFPA country office, regional and global corporate reports;Support the CO’s engagement in the Delivery as One modality and implementation of the Standard Operating procedures and management accountability framework for the UN system in Zambia.
  • Performs any other duties as assigned by the Representative.
Qualifications and Experience
  • Masters degree in public health, medicine and/or other related social science field.
  • Knowledge and Experience:
  • 3 to 5 years of relevant experience with increasing professional experience and responsibilities at national level in programme management;
  • Familiarity and knowledge of the functioning of the UN and its policies will be an added advantage;
  • Knowledge of rights-centered approaches to promote MNH;
  • Working experience in policy analysis, and advocacy for gender, women empowerment and human rights in the context of sustainable development; and working experience in communication and advocacy;
  • Demonstrated experience in programme/project planning, design, follow up, monitoring and evaluation;
  • Computer skills: Proficiency in current office software applications;
  • Short-listed candidates may be required to successfully complete a UNFPA position related test.
Fluency in written and verbal English is required.  Knowledge of a  second UN language is an advantage.
