The Programme Specialist (P&D) ensures the effective management of UNFPA activities in the areas of population and development, with its linkages to women’s reproductive health, adolescent and youth programmes and gender equality; especially as it relates to the ICPD beyond 2014 agenda and SDGs. S/he also oversees programme planning, formulation and evaluation, joint programming initiatives and national development frameworks. S/he also collaborates with the CO’s operations/administrative support staff.
Organizational Setting
The Programme Specialist (P&D) is located in the Zambia Country Office. Under the guidance of the Representative and Deputy Representative, the Programme Specialist for Population and Development (PD) will report to the Assistant Representative/Team lead of the Adolescent and Youth Cluster. The programme specialist will also have working relations with the Women’s Reproductive Health team considering the cross cutting nature of Population and Development.
Main Tasks & Responsibilities
  • In collaboration with Government counterparts, NGOs, other partners and technical counterparts at UNFPA Regional and HQ offices, the Programme Specialist supports the formulation and design of the country programme and its component programmes in line with Government priorities and according to UNFPA programme policies and procedures;
  • Contributes to the integration of Population and development issues in the formulation and design, of national development plans and UNDAF framework;
  • Supports the achievement of programme results by ensuring appropriate policies and procedures are applied, and appropriate monitoring and oversight mechanisms and systems are established and implemented;
  • Reviews and analyzes the political, social and economic environment relevant to population and development, reproductive health, adolescent and youth, and gender, as well as, pursues opportunities for UNFPA partnership and interventions in this regard;
  • Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation. In addition, analyzes policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogues on population and development related issues in line to ICPD beyond 2014 Action Plan and SDGs;
  • Oversees programme implementation by Implementing partners on population and development, while also establishing collaborative partnerships with experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of programme inputs;
  • Provides technical support to UNFPA staff members and external entities on population and development issues, including implementation of the demographic dividend policy options for Zambia. In addition, support institutional and technical capacity building to address identified training needs;
  • Facilitates the CO’s support for the next round of Zambia’s Population and Housing Census and other Surveys. This includes introduction of any new technologies that may be required such as the GIS in the Cartography, advocacy and resource mobilization, support to census and survey teams;
  • Ensures the generation and documentation of policy and programme relevant knowledge and reports about current and emerging population development trends, RH, adolescent and youth and gender issues, by the programme team through the collection, collation analysis of evidence, data, field experiences, lessons learned, and best practices.  Subsequently support the timely and effective utilization of the knowledge for programme planning, implementation, monitoring, evaluation, and information sharing through south-south and triangular cooperation, national, regional and global reporting;
  • Participates in overall advocacy and resource mobilization efforts of the Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events;
  • Support the CO’s engagement in the Delivery as One modality and implementation of the Standard Operating procedures and management accountability framework for the UN system in Zambia;
  • Undertake any other tasks that may be assigned by the Representative.
Qualifications and Experience
  • Masters degree in population, demography and/or other related social science field.
Knowledge and Experience:
  • 5 to7 years with increasing professional experience and responsibilities at the national level, in the field of development and population activities, with experience in programme management.
  • Strong results-based programme management experience with particular focus on strategic planning and capacity building;
  • Short-listed candidates may be required to successfully complete a UNFPA position related written test;
Fluency in written and spoken English is required; knowledge of another UN language is an advantage.
