Concern Worldwide Zambia – Job Advert
Job Title: DiRECT Project Support Officer- PSO
Location: 5 posts in total: 1 in Namwala, 1 in Pemba and 1 in Sinazongwe in Southern Province; 1 in Mongu and 1 in Sesheke in Western Province.
Start date: September 26th, 2016
Contract duration: 9 months
Grade: F1
Reporting to: DiRECT Project Manager
Direct reports: 2 Community Development Facilitators- CDF
Liaises with : DiRECT team: Project Coordinator, PM&E Coordinator, PM&E Officer, Office Manager, Finance Officer and other PSOs
If based in Western Province: District Programme Coordinator Mongu (DPC) and overall Mongu team,
Director of Programmes, Country Director, Finance and systems staff and Partner staff.
The emergency intervention has been designed to address the drought caused by El-Nino. It will be implemented by a Concern-led consortium with Save the Children as a partner. Concern will have overall responsibility for the project implementation and will more specifically take the lead on the targeting and beneficiaries selectionsupport to the market and monitoring, learning and advocacy. Save the Children International (SCI) will manage the cash transfer component. DFID is the donor to the project.
The project will be implemented over a period of 9 months starting September 16th in 5 districts of Southern and Western Province. It is a large intervention that will benefit about 25,000 households.
Job purpose:
The principal purpose of the position will be to technically lead the implementation of the DiRECT project in the assigned district in line with the project documents especially the proposal, workplan, and PM&E plan. The post holder will be responsible for working closely with the consortium partner as well as collaborating with key stakeholders in the project area to enhance implementation of the Programme and support the mainstreaming of Concern’s cross cutting issues such as Gender, HIV, and AIDS within the programme.
Main duties and Responsibilities
Overall programme management and support:
  • Support day to day high quality project implementation against work plan and PM&E plan.
  • Provide technical support to the project on an on-going basis with regular visits to field to address progress.
  • Support reporting (data and narrative) against overall outcomes, results and outputs as set out in the logframe and PM&E plan on a monthly and quarterly basis and at the end of the project.
  • Ensure the transparent and cost-effective use of resources within the project in line with Concern policies.
  • Provide technical and management support to the CDFs and closely monitor their work in terms of the implementation of activities at community level
  • Oversee effective community sensitization at the beginning of the project and strong involvement of the communities thereafter with constant sharing of information in particular.
  • Oversee beneficiary targeting for different project activities, and make sure agreed criteria are used for targeting.
  • Ensure high quality of the project through substantial contribution to the regular reviews and planning process together with the consortium and Government partners.
  • Ensure that recommendations from reviews, assessments and monitoring visits are incorporated into on-going project implementation.
  • Contribute to wider learning within Concern Worldwide through regular documentation, through synthesis of material from various sources, and through identifying opportunities to integrate the learning into the project.
  • Facilitate the integration of HIV & AIDS and Accountability within the project; contribute to the functioning of the Complaints and Response Mechanism
  • Participate in relevant technical groups/ fora at district level on behalf of Concern.
  • Coordinate with district relevant government and non-governmental bodies to ensure collaboration between stakeholders for effective implementation of the project.
  • Work closely with the DDMC and Community Development/Social Welfare at district level and SDMC, CWACs and other functioning community based structures to ensure their involvement in the project implementation during community sensitization, beneficiary selection and follow up.
Other key tasks and responsibilities:
  • To adhere to and support the implementation of the Concern staff code of conduct and Programme Participant Protection Policy as described in the National Staff HR Manual
  • Other tasks as directed by the line manager.
Qualifications, skills and experience:
Education and qualifications required; essential
  • A Bachelor’s degree in Social Sciences and humanities, Social work, Agriculture marketing or a related field.
Experience required; essential
  • At least 2 -5 year experience of working in NGOs which have a focus on community development, livelihoods, market support and capacity building.
  • Programme management experience including partnership management.
Special skills, aptitude or personality requirements
  • Languages: Fluent in Tonga for Southern Province posts and Lozi for Western Province posts.
  • Experience and knowledge in digital data gathering
  • Good understanding of gender/equality issues, disaster risk reduction including HIV and AIDS risk mitigation.
  • Good understanding of the role of PM&E in the project cycle and programme development.
  • Good analytical skills and English language, documentation and reporting skills.
  • Strong computer skills particularly Word and Excel.
  • Ability to ride a motorbike, with valid class A license.
Experience in cash transfer programming will be an advantage.
