Expanded Church Response (ECR)
Expanded Church Response (ECR) is a faith-based organization implementing OVC, GBV, HIV/AIDS, and other programs to mitigate human suffering and bring transformational development.
ECR has implemented programs funded by USAID, European Union, UNICEF, and Global Fund either directly or through a range of highly regarded local and international organizations. Working with partners like these, the private sector, and government, we are seeing communities awakened to new ways to improve quality of life for the most vulnerable, and rise up to be the key to their own transformation.
POSITION: District Coordinator-School Block Grant  (3)
REPORTS TO: Project Manager- DREAMS Initiative
LOCATION: Lusaka, Ndola and Chingola
The District Coordinator-School Block Grant oversees the implementation of school block grants in the district, under the ZAMFAM Project. S/he acts as a liaison between Ministry of Education, the school, parents, ZAMFAM partner and ECR
Main duties and Responsibilities:
  1. Lead planning, coordination and supervision of the school block grant in the district.
  2. Provide leadership in project implementation to selected schools supported by ECR to implement the school block grant
  3. Identify and target potential community, primary, and secondary schools for the implementation of school block grant.
  4. Conduct a needs assessment for the identified schools with the purpose of supporting them with a block grant to support vulnerable girls stay in school without paying school fees.
  5. Working closely with the finance department in awarding grants to selected schools.
  6. Coordinates with other ZAMFAM officers and partners, under the guidance of the Project Manager to identify girls who will benefit from the school block grants
  7. Coordinates with other ZAMFAM officers and partners, under the guidance of the Project Manager and ensure that   the vulnerability of the girl in school and out of school to be supported through the school block grant are assessed, using the Child Status Index.
  8. Provide technical support to the schools in form of creating school development budgets and work plans and strategies for school development.
  9. Provide support to the schools to ensure the timely implementation of the agreed project activity.
  10. Work collaboratively with the school authority to ensure that girls supported through the block grant stay in school through monitoring their attendance, retention and completion.
  11. Organize, plan and facilitate meetings with Ministry of education to ensure project sustainability.
  12. Maintains records (i.e. track activities and outcomes, expenditure items, development of 
partnerships, updating lists of girls to receive support).
  13. Conduct Monitoring of the school grant projects.
  14. Connect/build relationship with parents, community and schools.
  15. Provide advice and networks with committees to strengthen community school.
  16. Generate quarterly narrative and statistics progress reports.
Qualifications, Experience and Skills include:
  • Minimum education level – Required: Diploma in education or any relevant field. Degree is desirable
  • Two years work experience in project management
  • Prior experience implementing education block grants will be an added advantage
  • Prior experience in education liaison work
  • Familiarity with the ministry of education administrative structures and knowledge of who comprises the key stakeholders in a community is required
  • Knowledge of current developments in student funding and finance
  • Demonstrated leadership skills
  • Excellent organizational skills
  • Excellent ability to communicate with a broad range of people
  • Excellent presentation skills
  • Excellent writing skills
  • Able to deal tactfully with people at all levels
  • Ability to handle multiple tasks
  • Able to work to deadlines
  • Able to organize/prioritize own workload
  • Computer skills
