Employment at Delegation of the European Union to Zambia and COMESA

We offer a post of Project Officer . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as support staff to advise on and monitor the implementation of projects and programs of development assistance and of financial and technical cooperation with the Republic of Zambia, and in particular:
1. Delegation’s project cycle management (Function type: Programme /Project/Process Management)
  • Contribute to the identification, formulation and implementation of programmes and projects and programmes related to the EU support for the social sectors.
  • Monitor ongoing projects, attend management and steering meetings, and propose actions if and when needed.
  • Contribute to the effective evaluation of projects.
  • Ensure the quality of the data encoded in the Internal Information System (CRIS).
  • Assure a comprehensive and user friendly documentation and storage of all relevant operational information including without being limited to assessments, briefings, reports, correspondence.
2. Sector analysis, strategy formulation and programming (Function type: Policy Analysis)
  • Observe developments in the social sectors and more in particular the health sector.
  • Follow the international debate on sector issues.
  • Contribute to the formulation of EU country strategies and to the programming of EU cooperation with Zambia.
3. Preparation of sectoral information for headquarters (Function type: Internal Communication)
  • Contribute to informing Headquarters on all issues related to the implementation of the EU cooperation in the relevant sectors.
  • Pro-actively contribute to updating Delegation and Headquarters on national and international developments in health, education and related sectors.
  • Contribute to the EUs regular internal reporting.
  • Provide timely responses to ad hoc information requests.
4. Preparation and follow-up of contracts (Function type: Contract Management)
  • Assist in the procurement of services, supplies and works through the relevant EU procedures (drafting Terms of Reference, launching tenders, concluding contracts and approving payments).
  • Manage Calls for Proposals and write guidelines.
  • Pro-actively monitor the performance of all types of contracts/projects in their portfolio.
  • Assure timely processing of payments.
  • Plan and organise timely and relevant evaluations.
  • Timely inform management on all issues of relevance and propose action wherever required.
5. Representation, negotiation, participation (Function type: Representation, negotiation, participation)
  • Participate in policy and technical dialogue with relevant Government Organisation at national, regional and district level.
  • Actively participate in and contribute to the relevant sector coordination mechanisms.
  • Maintain contacts with other cooperating partners and – particularly Member States Representatives.
  • Maintain contacts with non-state-actors and other stakeholders such as Technical Assistants..
  • Prepare and facilitate missions from Headquarters.
6. Programme and project communication (Function type: External communication)
  • Present and dispatch conclusions and recommendations of workshops, seminars and conferences.
  • Contribute to the preparation of speeches and briefings whenever required
  • Identify and share best practices and experiences.
  • Communicate with other EU Delegations.
  • Contribute to the preparation of publications and the updating of the Delegation’s website.
Under the supervision and responsibility of the Head of Section for Social Sectors and Governance.

In addition the Candidate must meet the following minimum requirements:
1. Qualifications
  • Completed university studies corresponding to a four years’ duration attested preferably by a Master’s Degree in a relevant thematic area like Social or Political Sciences, Economics, Public Health or equivalent field.
  • Degree, attestation, certification or specific training followed in the area of procurement and/or contract management will be an added advantage.
2.Professional Experience
  • Professional experience in the implementation of development projects and aid management of at least five years. More extensive experience will be an advantage.
  • Professional experience in procurement, contract management and payment approvals as per Cooperating partner’s (donor’s) procedures – minimum 3 years, this experience should be demonstrated with concrete examples.
  • Experience in the health sector in Zambia would be considered an advantage.
  • International experience in development cooperation will be considered an advantage.
  • Experience in institutional development with public sector will be considered an advantage.
3. Knowledge of languages
  • Excellent drafting and communications skills in English.
4. Knowledge of IT tools
  • Must be computer literate- Microsoft Office, Outlook, PowerPoint etc.
