PATIENT PROCUREMENT PLATFORM NATIONAL OFFICER



DESCRIPTION OF TASKS:
Under the supervision of PPP Coordinator and guidance of Purchase for Progress (P4P) Coordinator, the incumbent will be responsible for the following duties:
  • Based on farmer data analysis developed by WFP and cooperating partners, identify opportunities to build pro-smallholder staple value chains through partnerships with other key value chain stakeholders (aggregators, extension agents, input suppliers, credit providers and off-takers).
  • Identify target farmer organizations and link them with forward delivery contracts by private-sector off-takers interested in the platform
  • Conduct field missions to collect, analyze and assess profiles of target farmer organizations and their farm business management practices.
  • Assist Zambia Country Office and PPP Country Coordinator in the development of market based business plans for the procurement platform and its implementation model across key value chain stakeholders.
  • Manage day-day communication and activities of a WFP and cooperating partner field team responsible for mobilizing farmers and leveraging PPP partnerships on the ground.
  • Serve as a focal point for platform partners and communicate proactively with stakeholders.
  • Support PPP Country Coordinator in the identification of local off-take demand, aggregation models and appropriate risk mitigation tools.
  • Assist the PPP Country coordinator in the collection of a broad range of key metrics from value chain actors and maintain the PPP data dashboard as required.
  • Provide a joint workplan for training initiatives, perform training of trainers and deliver farmer organization market sensitization efforts as required.
  • Perform other related duties as required.
Qualification and Experience
  • University degree in one or more of the following disciplines: economics, agriculture, business administration, or a field relevant to agricultural value chain management. An advanced degree in the relevant field is a plus.
  • At least seven years of post-graduate experience in agribusiness project management and value chain analysis with a strong focus on the private sector.
  • Demonstrated knowledge of SMEs, pro-smallholder procurement and commercial agriculture models.
  • Demonstrated ability to provide consistent and timely client service to meet the changing needs and expectations of clients, allowing clients to actively participate in and contribute to decisions that are relevant to their needs. Makes adjustments to services as required.
  • Knowledge of agri-procurement processes, focused primarily on smallholder market linkages.
  • Ability to work independently, establish priorities and monitor own work plan with minimum supervision.
  • Ability to work in a team, and establish effective working relations with results-oriented private sector partners as well as internal WFP clients.
  • Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, and negotiating skills.
  • Ability to perform and deliver results under time pressure.
  • Excellent communication skills both orally and in writing and in multiple contexts.
  • Ability to frequently travel within the country.
  • Knowledge of various aspects of financial services and business modelling is a bonus.
  • Strong ability to take initiative with research and analysis and produce valuable results in conditions of uncertainty; solid operational skills including problem solving and project management skills, including ability to work and deliver projects independently, proactively and under pressure.
Desirable
  • Relevant experience in development and agricultural fields, with emphasis on pro-smallholder approaches; Experience in agriculture commercialization approaches; and strong understanding of policy analysis, regional trade and marketing.
  • Experience with other UN agencies and partners on issues of hunger, malnutrition and food-based programmes.
Languages:
  • Fluency in English and with a working knowledge in multiple Zambian dialects.
Remuneration:
  • The remuneration is provided per WFP salary scale.
