Financial Management Expert Consultancy (For Zambian Nationals Only)

Purpose of the Assignment
Provision of financial management support to the Ministry of Community Development and Social Welfare (MCDSW)
Assignment Tasks
  1. Familiarise himself/herself with the MCDSW, the operations of the social cash transfers programme, the UN Joint Programme support, and with the findings of the Fiduciary Risk Assessment.
  2. [SCT] Strengthen and formalise cash flow planning and forecasting, especially considering a) the need to maintain existing bi-monthly payments; b) expansion plans and c) risk of funding shortfalls.
  3. [SCT] Develop and document policy approach to handling cash shortfalls. Introduce a payment cycle numbering system to ensure greater clarity in periods covered by grant payments.
  4. [SCT] Develop and implement a new quarterly Financial Management Reporting (FMR) pack to accompany quarterly narrative reports to Management Group. Include transparent reporting of administration costs, cash balances at each level, funding receipts and dates, and integrated reporting of transfer payments and caseloads. Use a numbered “cycle” approach to make clear which district is on which payment cycle, and to which cycle each transfer relates.
  5. [SCT] Suggest ways of breaking down administrative costs in a way that is simple yet provides relevant information for reporting and analytical purposes.
  6. [SCT] Refine and update the reporting tools and templates in use (budget templates, district monthly and quarterly reports, district cash books, recording of transactions in MCDSW books)
  7. [SCT] Introduce formal annual financial statements for the programme including balance sheet and funds flow statement, and disclosing underlying expenditure and cash balances as well as main account balances.
  8. Participate in the meetings of the Financial Technical Committee, which has Ministry and CP representatives.
  9. Strengthen the capacity of relevant officials to use the Harmonized Approach to Cash Transfers for the financial management of UN support to the Ministry. Facilitate the implementation of HACT-related assurance activities, notably spot checks and audits, and support follow-up to recommendations.
Expected Deliverables
  1. Inception report for the assignment, outlining observations on the mentioned documentation and proposed tasks, and containing a detailed work plan to submit the deliverables as per below.
  2. Cash flow planning and forecast template (updated or newly developed) available and relevant officers able to inform and use these.
  3. Payment cycle numbering system and guidance note on handling cash shortfalls. Relevant officers able to use payment cycle numbering system.
  4. Financial Management Reporting pack and 2-3 quarterly narrative reports (prepared by Ministry officers with consultant support and oversight) Relevant officers able to use FMR pack and develop comprehensive and quality quarterly narrative reports.
  5. New breakdown for SCT administrative cost, submitted to Ministry for endorsement.
  6. Updated and refined reporting tools and templates. Relevant officials able to use reporting tools and templates.
  7. Formal annual financial statements introduced for SCT programme. Relevant officials able to produce annual financial statements for the SCT programme.
  8. Progress on assignment tasks shared in Financial Technical Committee meetings.
  9. Relevant officials familiar with and able to use HACT-related processes and tools. Follow up provided to recommendations emanating from HACT-related financial spot checks and audits.
Academic Qualifications of Successful Candidate
  • Advanced university degree in Audit, Business Administration, Public Financial Management, or Economics.
Other Qualification Requirements
  • Relevant financial management experience with a focus on capacity development and delivery of training in different contexts.
  • Prior experience of working with the Government of the Republic of Zambia will be a distinct advantage.
  • In-depth knowledge of internal auditing, professional standards and their application.
  • Sound knowledge of investigative techniques and procedures.
  • First-rate analytical skills and proven knowledge of management principles.
  • Ability to establish priorities, conceive and execute work against a sound work plan.
  • Maturity of judgment, tact, integrity and discretion
  • Ability to research, analyse, evaluate and synthesize information
  • Excellent teamwork skills
  • Initiative and resourcefulness. Proven ability to develop and maintain effective working relationships with other team members and counterpart staff, with sensitivity, in a multicultural, multi-ethnic environment.
  • Excellent written and oral communication skills. Proven ability to express clearly and concisely ideas and concepts in written and oral form; specific skills in report writing and editing.
  • Computer skills, including internet navigation, and various office applications, required.
Years of relevant experience
  • The expert should be a qualified accountant with a minimum of 8-10 years professional experience.
